Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:17 p.m. on Tuesday, October 12, 2010, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas. The following items were discussed:
• Briefing Regarding the Management Transition Agreement Between the City of Allen and Global
Entertainment Corporation
• Committee Updates from City Council Liaisons
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:07 p.m. on

Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7 12 p.m. on Tuesday, October 12, 2010, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councdmember
Herald, the Council voted seven (7) for and none (0) opposed to adopt the items on the
Consent Agenda as follow.
Approve Minutes of the September 28, 2010, Council Meeting.
Authorize the City Manager to Execute a Contract with the City of Dallas for the Purchase of
Untreated Water for Irrigation at the Chase Oaks Golf Course.
Adopt a Resolution Authorizing the City Manager to Enter into an Interlocal Agreement
between the City of Allen and Collin County for Design of Bethany Drive Improvements from
Allen Heights to Angel Parkway (FM 2551).
RESOLUTION NO. 2958-10-]0(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN
INTERLOCAL AGREEMENT BY AND BETWEEN THE CITY OF ALLEN, TEXAS, AND
COLLIN COUNTY, TEXAS, AUTHORIZING PARTICIPATION IN THE DESIGN AND
CONSTRUCTION OF BETHANY DRIVE FROM ALLEN HEIGHTS TO FM 255; AUTHORIZING
ITS EXECUTION BY THE CITY MANAGER OR DESIGNEE, AND PROVIDING AN
EFFECTIVE DATE.
7. Authorize the City Manager to Execute a Professional Services Contract with Grantham &
Associates, Inc., in the Amount of $149,923 for the Design of Bethany Drive from Allen Heights
to Angel Parkway (FM 2551) and Establish a Project Budget in the Amount of $300,000.
The motion carried.

In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at
7'40 p.m. on Tuesday, October 12, 2010, in the Council Conference Room, 305 Century Parkway, Allen,
Texas, in order to discuss matters pertaining to:

The Executive Session adjourned at 8:30 p.m. on Tuesday, October 12, 2010.

The Allen City Council reconvened into the Regular Meeting at 8:31 p.m on TuesdaN, October 12,
2010.
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember McGregor,
the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 8.31 p.m. on Tuesday, October 12, 2010. The motion carried.
