With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:15 p.m. on Tuesday, October 26, 2010, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas. The following items were discussed'
• Introduction of Tim Wood, President of the Allen Economic Development Corporation
• Update Regarding the Parks and Open Space Master Plan
• Discussion Regarding Strategic Planning Session
• Committee Updates from City Council Liaisons
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:59 p in on
Tuesday, October 26, 2010.

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7.03 p.m. on Tuesday, October 26, 2010, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

Jerry Jimeinez, 505 E. Exchange Parkway, Allen, Texas, provided an update on his boxing club.
2. Presentation of Allen Economic Development Corporation's Annual Report by Tim Wood,
President of the Allen Economic Development Corporation.
3. Recognition of the Allen Economic Development Corporation as the Recipient of the
Community Economic Development Award for 1010.
4. Presentation of Proclamations by the Office of the Mayor:
• Presentation of a Proclamation to Donna Kliewer, Waste Services Manager, and Members of the
Keep Allen Beautiful Board Proclaiming November 6, 2010, as d11en Recvelee Day
• Presentation of a Proclamation to Representatives of the Allen Municipal Court Proclaiming
November 1-5, 2010, as Municipal Court Week.
Mayor Terrell removed the following item from the Consent Agenda:
8. Authorize the City Manager to Execute a Management Transition Agreement Between the City
of Allen and Global Entertainment Corporation.
�r MOTION: Upon a motion made by Counedmember Obermeyer and a second by Councilmember
® Herald, the Council voted seven (7) for and none (0) opposed to adopt the remaining items on
the Consent Agenda as follows:
5. Approve Minutes of the October 12, 2010, Regular Meeting.
6. Adopt an Ordinance Approving and Enacting Supplement No. 7 to the Code of Ordinances.
ORDINANCE NO. 2959-10-10: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ADOPTING SUPPLEMENT NO. 7 TO THE CODE OF
ORDINANCES, PROVIDING FOR THE PRINTING THEREOF, AUTHENTICATION BY THE
MAYOR AND ATTESTATION BY THE CITY SECRETARY, PROVIDING A REPEAL OF
CERTAIN ORDINANCES, PROVIDING EXCEPTIONS TO REPEAL, PROVIDING A PENALTY
FOR SUCH VIOLATION THEREOF, AND PROVIDING AN EFFECTIVE DATE

Development Code.

9. Award Bid and Authorize the City Manager to Execute a Contract with Hall Mechanical for
the Police Department HVAC Replacement in the Amount of $392,569 and Establish a
Construction Budget in the Amount of $413,000.
10. Receive the Summary of Property Tax Collections as of September 2010.
11. Receive the Capital Improvement Program (CIP) Status Reports.
The motion carried
12. Consider Appointments to Fill Expiring Terms on the Allen Community Development
Corporation Board and Allen Economic Development Corporation Board.
No action was taken on this item.
13. Motion to Confirm City Council Appointments to the Following Council Standing Committees
for Fiscal Year 2010-11 as Recommended by Mayor Terrell: Convention and Visitors Bureau
Committee, Finance/Audit Committee, and Mayor's Committee.
MOTION: Upon a motion made by Councilmember McGregor and a second by Councilmember
Obermeyer, the Council voted seven (7) for and none (0) opposed to confirm the
appointments of Councilmember McGregor, Councilmember Sedlacek and Councilmember
Herald to the Convention and Visitors Bureau, Councilmember Caplinger, Councilmember
McGregor and Councilmember Sedlacek to the Finance/Audit Committee, and Mayor Terrell
and Mayor Pro Tem Stout to the Mayor's Committee, as recommended by Mayor Terrell

• Council recognized a Boy Scout from Troop 810 in attendance as a requirement for a merit
badge.
• Council encouraged attendance at the Cattle Drive being held to celebrate the Texas Stampede on
October 27 at I l a.m
• Council wished happy birthday to Mr. Vargas, Councilmember Herald and Councilmember
Obermeyer's son, Philip.
• Mr Smith expressed his appreciation to the Council for their support during the loss of his
mother

In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at
7 41 p.m. on Tuesday, October 26, 2010, in the Council Conference Room, 305 Century Parkway, Allen,
Texas, in order to discuss matters pertaining to:

The Executive Session adjourned at 8:03 p in. on Tuesday, October 26, 2010.

The Allen City Council reconvened into the Regular Meeting at 8'04 p.m on Tuesday, October 26,
2010. No action was taken on items discussed during Executive Session
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember McGregor,
the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 8.05 p.m. on Tuesday, October 26, 2010. The motion carried.
