MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Herald, the Council voted five (5) for and none (0) opposed to adopt the items on the Consent
Agenda as follows:
2. Approve Minutes of the June 14, 2011, Regular Meeting.
3. Adopt an Ordinance Amending the Code of Ordinances, Chapter 9 — Motor Vehicles and
Traffic, Section 9-137(6), in Order to Modify the School Zone for Chandler Elementary.
ORDINANCE NO. 3016-6-11: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY
AMENDING SECTION 9-137(b) OF THE CODE OF ORDINANCES TO DESIGNATE SHELLEY
DRIVE FROM 500 FEET WEST OF WATER OAK DRIVE TO 200 FEET WEST OF WATER
OAK DRIVE AS A SCHOOL ZONE WITH A MAXIMUM PRIMA FACIE SPEED LIMIT OF
TWENTY (20) MILES PER HOUR; PROVIDING A REPEALING CLAUSE; PROVIDING A
SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR A
PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200) FOR
EACH OFFENSE; AND PROVIDING FOR AN EFFECTIVE DATE.
4. Consider a Resolution Authorizing the City Manager to Apply to the Collin County Parks and
Open Space Funding Assistance Program for Design of the Cottonwood Creek Hike & Bike
Trail.
RESOLUTION NO. 3017-6-11fR): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, HEREINAFTER REFERRED TO AS "APPLICANT,"
DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR, AND ON
BEHALF OF THE "APPLICANT' IN DEALING WITH COLLIN COUNTY, HEREINAFTER
REFERRED TO AS "GRANTOR," FOR THE PURPOSE OF PARTICIPATING IN THE COLLIN
COUNTY PARK AND OPEN SPACE PROJECT FUNDING ASSISTANCE PROGRAM,
HEREINAFTER REFERRED TO AS THE "PROGRAM"; CERTIFYING THAT THE `APPLICANT'
IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; CERTIFYING THAT THE "APPLICANT'
MATCHING SHARE IS READILY AVAILABLE; AND DEDICATING THE PROPOSED FACILITY
FOR PERMANENT PEDESTRIAN TRANSPORTATION USES; AND PROVIDING FOR AN
EFFECTIVE DATE.
5. Authorize the City Manager to Execute a Contract with Gordan Huether and Partners in the
Amount of $180,000 for the Final Design and Installation of Artistic Elements as Part of the
Exchange Parkway Median Enhancement Project, and Establish a Project Budget of $209,983.
6. Approval of the Recommendations from the Tax Increment Financing Reinvestment Zone
Number One (Garden District) Board of Directors Relating to Payments from the TIF Fund.
7. Receive the Summary of Property Tax Collections as of May, 2011.
8. Receive the Capital Improvement Program (CH') Status Reports.

9. Conduct a Public Hearing and Adopt an Ordinance to Create Planned Development District
PD No. 107, with a Base Zoning District of Community Facilities CF for a Church, located on
27.328± acres situated in Abstract No. 1026, Henry Wetzel Survey, Collin County, Texas, at the
northwest corner of Trinity Drive and Greenville Avenue/State Highway 5. ]St. Jude Catholic
Church]
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
Mayor Terrell stated that he had received letters from property owners adjacent to proposed fields in
support of wrought iron landscaped fencing.
Kim Kennedy, president of the Spring Meadow Homeowners Association, expressed support for the
item and the wrought iron landscaped fencing.
Scott Meyer, 5732 Silverton Avenue, McKinney, Texas, representative for the applicant, spoke in
support of the item.
With no one else speaking, Mayor Terrell closed the public hearing.
t ORDINANCE NO. 3018-6-11: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE
ZONING REGULATIONS AND ZONING MAP, AS PREVIOUSLY AMENDED, BY CHANGING
THE ZONING OF 27.328± ACRES OUT OF THE HENRY WETSEL SURVEY, ABSTRACT NO.
1026, COLLIN COUNTY, TEXAS, DESCRIBED IN EXHBIT `A," ATTACHED HERETO, FROM
COMMUNITY FACILITIES "CF" AND SHOPPING CENTER "SC" TO PLANNED
DEVELOPMENT "PD" NO. 107 FOR A CHURCH; ADOPTING DEVELOPMENT
REGULATIONS, ADOPTING A CONCEPT PLAN; ADOPTING BUILDING ELEVATIONS;
ADOPTING A SIGN PLAN; ADOPTING A STREET FRONTAGE PLAN; PROVIDING FOR A
CONFLICTS RESOLUTION CLAUSE; PROVIDING FOR A SEVERABILITY CLAUSE;
PROVIDING FOR A SAVINGS CLAUSE; PROVIDING FOR A PENALTY OF FINE NOT TO
EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND
PROVIDING FOR AN EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Herald and a second by Counedmember
Obermeyer, the Council voted five (5) for and none (0) opposed to adopt Ordinance No.
3018-6-11, as previously captioned, creating Planned Development District PD No. 107, with
a base zoning district of Community Facilities CF for a church, with the following changes:
1) the revised concept plan as presented at the Council meeting be attached as Exhibit C to
the Ordinance; 2) Item I be revised to provide for an 8 foot wrought iron landscaped wall in
accordance with the plant plan; 3) Adding the plant plan as an exhibit to the Ordinance; and
4) any request for lighting on playfields shall come back before the City Council for
approval. The motion carried.

• Council recognized Boy Scouts from Troop 223 in attendance as a requirement for earning a
merit badge.
• Council wished Emma Herald a happy 8th birthday
• Council congratulated the Allen Wrangles on advancing to the Conference Championship.
• Council commended Tim Deader and City Staff on hosting another successful Allen USA
Celebration at Celebration Park.
Executive Session
The Executive Session was not held.
12. Reconvene and Consider Action on Items Discussed during Executive Session.
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Caplinger,
the Council voted five (5) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 8:02 p.m. on Tuesday, lune 28, 2011. The motion carried.
