George, City Secretary Pete Smith, City Attorney Workshop Session With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to order by Mayor Terrell at 6:19 p.m. on Tuesday, August 23, 2011, in the Council Conference Room of the Allen City Hall, 305 Century Parkway, Allen, Texas. • Briefing Regarding Planning for the Tom Thumb Texas Stampede • Committee Updates from City Council Liaisons With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:55 p.m. on Tuesday, August 23, 2011. Call to Order and Announce a Quorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7:00 p.m. on Tuesday, August 23, 2011, in the Council Chambers of the Allen City Hall, 305 Century Parkway, Allen, Texas. Pledge of Allegiance Public Recognition 1. Citizens' Comments ALLEN CITY COUNCIL REGULAR MEETING AUGUST 23, 2011 PAGE 2 Mr. John Johansen, 944 Panther Lane, Allen, Texas, spoke regarding the AISD purchase of land on Watters Road for the proposed bus service center. Consent Agenda MOTION: Upon a motion made by Councilmember Obermeyer and a second by Counedmember Herald, the Council voted six (6) for and none (0) opposed to adopt the items on the Consent Agenda as follows: 2. Approve Minutes of the August 12-14, 2011, Budget Workshop. 3. Approve Minutes of the August 9, 2011, Regular Meeting. 4. Approve Minutes of the August 9, 2011, Joint Workshop with the Allen Economic Development Corporation. 5. Adopt an Ordinance Amending the Code of Ordinances, Chapter 9- Motor Vehicles and Traffic, Section 9-137(b), in Order to Modify the School Zone for Chandler Elementary. ORDINANCE NO. 3024-5-11: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY AMENDING SECTION 9-137(6) OF THE CODE OF ORDINANCES TO DESIGNATE SHELLEY DRIVE FROM 420 FEET WEST OF WATER OAK DRIVE TO 145 FEET WEST OF WATER OAK DRIVE AS A SCHOOL ZONE WITH A MAXIMUM PRIMA FACIE SPEED LIMIT OF TWENTY (20) MILES PER HOUR; PROVIDING A REPEALING CLAUSE, PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200) FOR EACH OFFENSE; AND PROVIDING FOR AN EFFECTIVE DATE. 6. Authorize the City Manager to Execute a Professional Services Agreement with Top Shelf, LLC for Sponsorship and Professional Seat License Sales and Services at the Allen Event Center. 7. Authorize the City Manager to Execute a Three Year Contract with CivicPlus in the Amount of $31,530 Per Year for the Design, Maintenance, and Hosting of Website Services for the City of Allen. S. Receive the Summary of Property Tax Collections as of July 2011. 9. Receive the Capital Improvement Program (CIP) Status Report. The motion carried. Regular Agenda 10. Conduct a Public Hearing on the Budget as Required by Article IV, Section 4.04 of the Allen City Charter. Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. ALLEN CITY COUNCIL REGULAR MEETING AUGUST 23, 2011 PAGE 3 With no one speaking, Mayor Terrell closed the public hearing. Mayor Terrell announced that the City Council will vote on the budget at the September 13, 2011, City Council meeting at 7 p.m at Allen City Hall, 305 Century Parkway, Allen, Texas. I1. Conduct a Public Hearing Regarding the Fiscal Year 2011-2012 City Tax Rate. Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking, Mayor Terrell closed the public hearing. MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Caplinger, the Council voted six (6) for and none (0) opposed to set the City Council meeting date of September 13, 2011, at 7 p.m. at Allen City Hall, 305 Century Parkway, Allen, Texas, to vote on the proposed tax rate of .553 per $100 of the certified appraised value for the Fiscal Year 2011-2012 budget. The motion carried. 12. Calendar. 13. Items of Interest. Council recognized a Boy Scout from Troop 2261 in attendance as a requirement for earning a citizenship merit badge Council wished happy birthday to Councilmember Obermeyer, Darlyn and Jackie Herald and City Attorney Smith. Executive Session The Executive Session was not held. 14. Reconvene and Consider Action on Items Discussed during Executive Session. MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember Herald, the Council voted six (6) for and none (0) opposed to adjourn the Regular Meeting of the Allen City Council at 7:14 p.m. on Tuesday, August 23, 2011.
