3. Presentation of a Proclamation by the Office of the Mayor:
• Presentation of a Proclamation to Representatives of the Allen Municipal Court Proclaiming
November 7-11, 2011, as Municipal Court Week.
Consent Aeenda
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Caplinger,
the Council voted six (6) for and none (0) opposed to adopt the items on the Consent Agenda
as follows.
4. Approve Minutes of the October 25, 2011, Regular Meeting.
5. Adopt an Ordinance Amending the Code of Ordinances, Chapter 9, 'Motor Vehicles and
Traffic', Section 9-135(a) Amending the Speed Limit Zone Boundaries Along SH 121 South
Frontage Road (Northbound) from Chelsea Boulevard to Eastern City Limits.
ORDINANCE NO. 3045-11-11: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES, BY
AMENDING CHAPTER 9, "MOTOR VEHICLES AND TRAFFIC," ARTICLE V, "OPERATION
OF VEHICLES," DIVISION 2, "SPEED REGULATIONS;' SECTION 9-135(a), TO AMEND THE
MAXIMUM PRIMA FACIE SPEED LIMIT FOR SH 121 SOUTH FRONTAGE ROAD WITHIN
THE CORPORATE LIMITS OF THE CITY OF ALLEN; PROVIDING FOR A REPEALING
CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR A SAVINGS CLAUSE;
PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED
DOLLARS ($200) FOR EACH OFFENSE; AND PROVIDING FOR AN EFFECTIVE DATE.
6. Adopt a Resolution Establishing a Minimum of Eight Hours of Annual Training and Education
Standards for Juvenile Case Managers.
RESOLUTION NO. 3046-11-11tR): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING MINIMUM TRAINING AND
EDUCATION STANDARDS FOR JUVENILE CASE MANAGERS, PROVIDING FOR A
REPEALING CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
7. Motion to Cancel the December 27, 2011, City Council Meeting.
8. Authorize the City Manager to Execute an Agreement with Richards/Hayashi LLC dba
Latitude for Marketing Agency Services for the Allen Convention & Visitors Bureau for an
Amount not to Exceed $231,023.
9. Authorize the City Manager to Purchase Replacement Self -Contained Breathing Apparatus
(SCBA) and Associated Minor Equipment from Municipal Emergency Services, Inc. for an
Amount not to Exceed $206,731.20.
10. Authorize the City Manager to Purchase a New Ambulance through the Houston -Galveston
Area Council of Governments' Contractor, Frazer, Ltd. through Freeway Ford for $151,000; a

Patient Cot for $11,497 from Stryker EMS Supply; a Digital Video Event Recorder for $1,225
from Digital Ally Inc.; and an EPA07 Exhaust Conversion Rat for $516 from Plymovent
Exhaust Removal Systems for an Overall Ambulance and Necessary Equipment Cost for an
Amount not to Exceed $164,238.
11. Award Bid and Authorize the City Manager to Execute One-year Multiple Award Agreements
with McKinney Tire and Appliance, NTB, and Southern Tire Mart for the Purchase and
Installation of Tires on Fleet Vehicles in the Estimated Annual Expenditure of $50,000 for the
City of Allen with Two One-year Renewal Options.
12. Accept Resignation of Luke Hollingsworth and Declare a Vacancy in Place No. 2 of the Public
Art Committee.

Communications Merit badge.

The Executive Session was not held.
15. Reconvene and Consider Action on Items Discussed during Executive Session.
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember Herald, the
Council voted six (6) for and none (0) opposed to adjourn the Regular Meeting of the Allen
City Council at 7:25 p.m. on Tuesday, November 8, 2011. The motion carried.
