Call to Order and Announce a Ouorum is Present
With a quorum of the Councdmembers present, the Special Called Meeting of the Allen City Council was
called to order by Mayor Terrell at 4:00 p.m, on Wednesday, December 21, 2011, in the Council Chambers
of the Allen City Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas.
Consider All Matters Incident
and Related to the Special Election Held on December 13, 2011
Canvass of Election Returns.
Ms. George reviewed for the City Council the election returns for the City Council Special Election
of City Councilmember for Place No. 6. She distributed and reviewed handout materials including
early voting totals, Election Day totals, and the combined Election Day totals. She also reviewed
voting statistics including 46,800 registered voters and 1,590 total votes, which indicated a 3.4%
voter turnout. Any provisional ballots have been verified by the Election Day Voting Ballot Board
and are included in the verified totals. The totals verified the following results

2. Adopt a Resolution Declaring the Results of the Special Election.
RESOLUTION NO. 3053-12-11(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, DECLARING THE RESULTS OF THE SPECIAL
ELECTION OF THE CITY OF ALLEN HELD DECEMBER 13, 2011, FOR THE PURPOSE OF
ELECTING THE CITY COUNCILMEMBER FOR PLACE NO 6; AND PROVIDING AN
EFFECTIVE DATE.
MOTION: Upon a motion by Councilmember Obermeyer and a second by Mayor Pro Tem Stout, the
Council voted five (5) for and none (0) opposed to approve Resolution No. 3053-12-1l(R),
as previously captioned, declaring the results of the December 13, 2011, Special Election.
The motion carried.
3. Adopt a Resolution Ordering a Runoff Election on January 17, 2012.
RESOLUTION NO. 3054-12-11(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, ORDERING A RUNOFF ELECTION TO BE HELD ON
JANUARY 17, 2012, FOR THE PURPOSE OF ELECTING THE CITY COUNCILMEMBER FOR
PLACE NO. 6; DESIGNATING LOCATION OF POLLING PLACE; ORDERING NOTICES OF
ELECTION TO BE GIVEN AS PRESCRIBED BY LAW IN CONNECTION WITH SUCH
ELECTION; AND PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion by Councilmember Caplinger and a second by Councilmember Herald, the
Council voted five (5) for and none (0) opposed to approve Resolution No. 3054-12-11(R),
as previously captioned, ordering the January 17, 2012, Special Runoff Election. The motion
carried.

MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember Obermeyer,
the Council voted five (5) for and none (0) opposed to adjourn the Special Called Meeting of
the Allen City Council at 4:03 p.m. on Wednesday, December 21, 2011 The motion carried.
