Call to Order and Announce a Ouorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:01 p.m. on Tuesday, March 27, 2012, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

Citizens' Comments.
Steven Johnson, 1504 Country Lane, Allen, Texas, spoke in reference to burglaries along alleyways
and residential garages. He asked the Council consider banning individuals from picking up
discarded items along alleys.

Consent Aeenda
Mayor Terrell removed the following item from the Consent Agenda:
3. Approve Minutes of the February 28, 2012, Regular Meeting.
No action was taken on this item.
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Caplinger, the Council voted seven (7) for and none (0) opposed to adopt the items on the
Consent Agenda as follows:
4. Adopt an Ordinance Approving and Enacting Supplement No. 8 to the Code of Ordinances.
ORDINANCE NO. 3072-3-12: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ADOPTING SUPPLEMENT NO. 8 TO THE CODE OF
ORDINANCES, PROVIDING FOR THE PRINTING THEREOF, AUTHENTICATION BY THE
MAYOR AND ATTESTATION BY THE CITY SECRETARY; PROVIDING A REPEAL OF
CERTAIN ORDINANCES; PROVIDING EXCEPTIONS TO REPEAL; PROVIDING A PENALTY
FOR SUCH VIOLATION THEREOF; AND PROVIDING AN EFFECTIVE DATE.
5. Adopt a Resolution Authorizing the City Manager to Apply for a North Central Texas Council
of Governments (NCTCOG) Regional Solid Waste Program Grant for Implementation of a
Start-up Recycling Program at the Allen Event Center.
RESOLUTION NO. 3073-3-12: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, HEREINAFTER REFERRED TO AS "APPLICANT,"
DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR, AND ON
BEHALF OF THE "APPLICANT' IN DEALING WITH THE NORTH CENTRAL TEXAS COUNCIL
OF GOVERNMENTS, HEREIN AFTER REFERRED TO AS "GRANTOR," FOR THE PURPOSE OF
PARTICIPATING IN THE REGIONAL SOLID WASTE PROGRAM, HEREINAFTER REFERRED
TO AS THE "PROGRAM"; CERTIFYING THAT THE "APPLICANT' IS ELIGIBLE TO RECEIVE
PROGRAM ASSISTANCE; CERTIFYING THAT THE "APPLICANT' MATCHING SHARE IS
READILY AVAILABLE; AND PROVIDING FOR AN EFFECTIVE DATE.
Receive the Summary of Property Tax Collections as of February 2012.
Receive the Capital Improvement Program (CIP) Status Reports.

• The Allen Event Center will feature the Allen Americans Hockey Playoff games and Wrangler
Arena Football Game this weekend.
• Councilmember Brooks expressed his appreciation to staff for working with the new restaurants
that have recently opened especially the new restaurant "Sauced."
• Council recognized a Boy Scout from Troop 358 in attendance as requirement for the Citizenship
in Community merit badge.

In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at
7:37 p.m. on Tuesday, March 27, 2012, in the Council Conference Room, 305 Century Parkway, Allen, Texas,

The Allen City Council reconvened into the Regular Meeting at 910 p.m. on Tuesday,
March 27, 2012. The following action was taken on items discussed during Executive Session
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember Herald, the
Council voted seven (7) for and none (0) opposed to increase the base salary of the City
Manager by 2%. The motion carried.
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember Herald, the
Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 9 11 p.m. on Tuesday, March 27, 2012. The motion carried.
