With no further discussion, the Workshop Session of the Allen City Council was adjourned at 706 p.m. on

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:09 p.m. on Tuesday, January 22, 2013, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Teras.

2. Presentation of a Proclamation to Head Coach Tom Westerberg and the Team Captains of the
Allen High School Eagles Varsity Football Team for Winning the 5A State Championship and
Proclaiming 2013 as "Allen Eagles Varsity Football Team Year".
Consent Agenda
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember
Obermeyer, the Council voted seven (7) for and none (0) opposed to adopt the items on the
Consent Agenda as follows.
3. Approve Minutes of the January 8, 2013, Regular Meeting.
4. Adopt a Resolution Declaring an Expectation to Reimburse Project Expenditures in a
Maximum Principal Amount of $3,265,000 with Proceeds from a Future General Obligation
Bond Issue.
RESOLUTION NO. 3132-1-13(R): A RESOLUTION DECLARING EXPECTATION TO
REIMBURSE EXPENDITURES WITH PROCEEDS OF FUTURE DEBT
5. Adopt a Resolution and Authorize the City Manager to Execute the National Recreational
Trails Fund Agreement for Funding Assistance through the Texas Parks & Wildlife
Department and Accept the Awarded Amount of $181,500 for Construction of the Cottonwood
Creek Hike & Bike Trail.
RESOLUTION NO. 3133-1-13(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, HEREINAFTER REFERRED TO AS "APPLICANT,"
DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR, AND
ON BEHALF OF THE "APPLICANT" IN DEALING WITH THE TEXAS PARKS AND
WILDLIFE DEPARMENT, APPROVING THE TERMS AND CONDITIONS OF THE FUNDING
ASSISTANCE AGREEMENT; AUTHORIZING ITS EXECUTION BY THE CITY MANAGER;
REPEALING ALL RESOLUTIONS IN CONFLICT, PROVIDING A SEVERABILITY CLAUSE;
AND PROVIDING AN EFFECTIVE DATE.
6. Award Bid and Authorize the City Manager to Execute a Contract with JQM Management &
Consulting, Inc., in the Amount of $542,052 for the Police Station Renovation Project and
Establish a Project Budget in the Amount of $860,000.
7. Award Bid and Authorize the City Manager to Execute a Contract with Facility Solutions
Group, Inc., in the Amount of $114,975 for the Natatorium Lighting Retrofit Project and
Establish a Project Budget in the Amount of $138,850.
S. Award Bid and Authorize the City Manager to Execute an Annual Contract for the Purchase of
Enhanced Landscape Services with Lawn Star Landscape in the Amount of $66,960 with the
Option for Two, One -Year Renewals.
9. Authorize the City Manager to Purchase Three (3) Vehicles for the Parks and Recreation
Department; Two (2) 2013 Shuttle Transit Buses for the Allen Senior Center from Alliance Bus
Group through the Houston -Galveston Area Council (HGAC) for an Amount of $195,928 and

One (1) 2013 Dodge Caravan from Dallas Dodge through the State of Texas Cooperative
Agreement for an Amount of $22,060, for a Total Amount Not to Exceed $217,988.
10. Set August 16-18, 2013, as the Dates for the City Council Budget Workshop with City Council
and Executive Staff.
11. Receive the Capital Improvement Program (CIP) Status Reports.
12. Receive the Summary of Property Tax Collections as of December 2012.

Reeular Aeenda
13. Adopt a Resolution Implementing the Water and Sewer Rate Increases Recommended for
Fiscal Year 2012-2013 by the Water and Sewer Multi -Year Financial Plan and Rate Design
Study.
RESOLUTION NO. 3134-1-13(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING SANITARY SEWER CHARGES AND
WATER SERVICE CHARGES, PROVIDING A SEVERABILITY CLAUSE; PROVIDING A
REPEALING CLAUSE; AND PROVIDING AN EFFECTIVE DATE,
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Herald, the Council voted seven (7) for and none (0) opposed to adopt Resolution 3134-1-
13(R), as previously captioned, setting new rates for residential and commercial water and
sewer services. The motion carried.
Other Business
14. Calendar.
• January 26 - City Council Strategic Planning Session, 8 a.m
• January 30 —Allen Eagles State Championship Community Celebration, Allen Event Center,
7 p.m.
15. Items of Interest.
• Council announced the Texas vs. Nation Football game to be held at Eagle Stadium on February
2 and noted that the Allen High School band would be performing with Coach Westerberg and
Former Dallas Cowboys Player Bill Bates coaching the Texas team.
• Council recognized Boy Scouts from Troops 328 and 306 in attendance as a requirement for
earning their communications merit badge and from Troop 2112 for their citizenship in
community merit badge
