With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:21 p.m. on Tuesday, July 9, 2013, in the Council Conference Room of the Allen
City Hall, 305 Century Parkway, Allen, Texas

order by Mayor Terrell at 7:06 p in on Tuesday, July 9, 2013, in the Council Chambers of the Allen City Hall,

2. Presentation of Annual Report by Gene Autrey, Chairman of the Board of Adjustment/Sign
Control Board/Building and Standards Commission.
Consent Agenda —
MOTION: Upon a motion made by Councilmember Kizer and a second by Councilmember Obermeyer,
the Council voted six (6) for and none (0) opposed to adopt the items on the Consent Agenda
as follows
3. Approve Minutes of the June 25, 2013, Regular Meeting.
4. Authorize the City Manager to Execute an Interlocal Cooperation Agreement with the Allen
Independent School District for Bray Central Drive Improvements.
5. Authorize the City Manager to Execute a Public Improvement Reimbursement Agreement with
Briar Ridge Investments, Ltd., for Bray Central Drive Improvements.
6. Authorize the City Manager to Execute a Professional Service Contract with Corwin
Engineering, Inc. in the Amount of $61,600 for the Design of the Bray Central Drive Widening
Project and Establish an Initial Project Budget in the Amount of $80,000.
The motion carried.
Regular Agenda
Conduct a Public Hearing and Adopt an Ordinance Continuing and Readopting Chapter 10,
Article 11, Curfew for Juveniles, of the Code of Ordinances of the City of Allen, Texas.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
Heather Martin, 1631 Collin Drive, Allen, Texas, spoke in support of the item.
With no one else speaking, Mayor Terrell closed the public hearing.
ORDINANCE NO. 3161-7-13: AN ORDINANCE OF THE CITY COUNCIL OF TI4E CITY OF
ALLEN, COLLIN COUNTY, TEXAS, CONTINUING AND READOPTING CHAPTER 10,
ARTICLE 11, CURFEW FOR JUVENILES, OF THE CODE OF ORDINANCES OF THE CITY OF
ALLEN, TEXAS; PROVIDING FOR A PENALTY OF A FINE NOT TO EXCEED THE SUM OF
FIVE HUNDRED DOLLARS ($500) FOR EACH OFFENSE; PROVIDING A REPEALING
CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
���!!! MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councilmember
Sedlacek, the Council voted six (6) for and none (0) opposed to adopt Ordinance No 3161-7-
13, as prreviousl} captioned, continuing and readopting Chapter 10, Article B, Curfew for
Juveniles, of the Code of Ordinances of the City of Allen, Texas. The motion carried.

MOTION: Upon a motion made by Councilmember Brooks and a second by Councilmember
Obermeyer, the Council voted six (6) for and none (0) opposed to adjourn the Regular
Meeting of the Allen City Council at 7:34 p.m. on Tuesday, July 9, 2013. The motion carried.
