Mayor Pro Tem Caplinger presented Mayor Terrell with a Resolution from the Texas House of
Representatives recognizing his many achievements and his dedicated service to the citizens of Allen
and the North Texas region The Resolution was introduced in the Texas House of Representatives by
Representative Jeff Leach, who recently moved to Allen.
Consent Armada
MOTION: Upon a motion made by Councilmember Obenneyer and a second by Councilmember
Herald, the Council voted seven (7) for and none (0) opposed to adopt the items on the
Consent Agenda as follows;
2. Approve Minutes of the July 9, 2013, Regular Meeting.
3. Receive the Proposed 2013-2014 City Budget and the Proposed 2014-2018 Capital
Improvement Program.
4. Receive the Capital Improvement Program (CIP) Status Reports -
5. Receive the Summary of Property Tax Collections as of June 2013,
The motion carried.
Regular Aeenda
6. Conduct a Public Hearing and Adopt a Resolution Approving the Proposed 2013-2014 Annual
Action Plan for the Community Development Block Grant (CDBG) Program.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.
RESOLUTION NO. 3162-7-13(81: A RESOLUTION OF ITIE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE 2013-2014 ANNUAL ACTION PLAN;
AUTHORIZING ITS SUBMISSION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT (HUD); REPEALING ALL RESOLUTIONS IN CONFLICT, PROVIDING A
SEVERABILITY CLAUSE; AND PROVIDLNG AN EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Brooks,
the Council voted seven (7) for and none (0) opposed to adopt Resolution No. 3162-7-13(R),
as previously captioned, approving the 2013-2014 Annual Action Plan for the Community
Development Block Grant (CDBG) Program. The motion carried.
7. Set August 13, 2013, as the First Public Hearing Date and August 279 2013, as the Second Public
Hearing Date Regarding the Fiscal Year 2013-2014 City'Fax Rate -
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Herald,
the Council voted seven (7) for and none (0) opposed to set Tuesday, August 13, 2013, and
Tuesday August 27, 2013, at 7;00 P M at Allen City Hall, One Allen Civic Plaza, 305
CenturyParkway, Allen, Texas as the dates, time, and place for the first and second Public

Hearings on the proposed City Tax Rate of 55.2 cents per $100 of appraised value for the
Fiscal Year 2013-2014. The motion carried.
Set August 13, 2013, as the First Public Hearing Date and August 27, 2013, as the Second Public
Hearing Date Regarding the Fiscal Year 2013-2014 City Budget.
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Herald, the Council voted seven (7) for and none (0) opposed to set Tuesday, August 13,
2013, and Tuesday, August 27, 2013, at 7:00 P.M. at Allen City Hall, One Allen Civic Plaza,
305 Century Parkway, Allen, Texas as the dates, time, and place for the first and second
Public Hearings on the City's Proposed Fiscal Year 2013-2014 Budget in accordance with
Article IV, Section 4.04 of the City Charter The motion carried.

• The Alien City Blues Festival is set for July 27 at the Allen Event Center.
• Council recognized Boy Scouts from Troops 328 and 358 in attendance as a requirement for
earning their citizenship in community merit badge.
Executive Session
The Executive Session was not held.
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 7:25 p.m. on Tuesday, July 23, 2013. The motion carried.
