Call to Order and Announce a Quorum is Present
With a quorum of the Members present, the Allen City Council Called Workshop was called to order by
Mayor Terrell at 7:00 p.m. on Tuesday, September 3, 2013, in the Community Room at the Municipal
Courts/Parks and Recreation Building, 301 Century Parkway, Allen, Texas.
1. Presentation on the Proposal Submitted by Dallas Area Rapid Transit (DART) to Operate the City
of Allen's Job Access and Reverse Commute (JARC) Program.
Mr. Bass provided an overview of the City of Allen's history relating to its JARC program.
Chairman Danish provided an overview of the organization and history of DART's Board of Directors.
Mr. Thomas gave a brief history of the transit system. He reviewed current DART policy and funding
opportunities as it relates to the JARC program. He reviewed DART's proposal to the City of Allen.
Executive Session
The Executive Session was not held.
MOTION: Upon a motion made by Councilmember Herald and a second by Mayor Pro Tem Caplinger,
the Council voted six (6) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 8:40 p.m, on Tuesday, September 3, 2013. The motion carried.
