Approve Minutes of the November 26, 2013, Regular Meeting. ALLEN CITY COUNCIL REGULAR MEETING DECEMBER 10, 2013 PAGE 3 5. Adopt a Resolution Authorizing an Interlocal Agreement Between the Cities of Allen and Plano and the Town of Fairview to Allow the Town of Fairview to Become a User on the Allen and Plano Jointly Owned Radio Communications System. RESOLUTION NO. 3194-12-13(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN INTERLOCAL COOPERATION AGREEMENT BY AND BETWEEN THE CITIES OF ALLEN AND PLANO, AND THE TOWN OF FAIRVIEW FOR THE USE OF THE RADIO SYSTEM THAT IS JOINTLY OWNED BY THE CITY OF ALLEN AND THE CITY OF PLANO, AUTHORIZING ITS EXECUTION BY THE CITY MANAGER OR DESIGNEE; AND PROVIDING AN EFFECTIVE DATE. 6. Award Bid and Authorize the City Manager to Execute a One -Year Contract with Two Optional One -Year Renewals for Custodial Services at Various Parks and Recreation Facilities with Member's Building Maintenance, LLC in the Amount of $170,320. 7. Authorize the City Manager to Purchase Dasher Board Replacement Glass and Supports for the Allen Event Center with Athletica Sport Systems in the Amount of $85,931. 8. Authorize the City Manager to Execute a Pedestrian Access Easement to the City of Plano to Serve a Portion of the Chase Oaks (Bluebonnet) Trail near The Courses at Walters Creek. 9. Authorize the City Manager to Purchase Seven (7) Vehicles for the Police Department from Philpot[ Ford, Harley Davidson, and Reliable Chevrolet Through an Interlocal Agreement with the City of Fort Worth, Buyboard and the Texas SmartBuy Cooperative Purchasing Program in the Amount of $153,706.78. 10. Authorize the City Manager to Execute a Contract for the Annual Maintenance and Repair of Fire Department Apparatus with Siddons-Martin Emergency Group on an As Needed Basis for an Amount not to Exceed $65,000. Conduct a Public Hearing and Adopt an Ordinance for Specific Use Permit No. 137, for Outdoor Display and Storage Uses for the Property Located at 730 West Exchange Parkway. [Wal-Mart] Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking, Mayor Terrell closed the public hearing ORDINANCE NO. 3195-12.13: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE AND ZONING MAP, AS PREVIOUSLY AMENDED, BY GRANTING SPECIFIC USE PERMIT NO. 137 AUTHORIZING THE PROPERTY DESCRIBED AS LOT 1, BLOCK A, WAL-MART SUPERCENTER ADDITION, CITY OF ALLEN, TEXAS (ALSO KNOWN AS 730 W EXCHANGE PARKWAY) PRESENTLY ZONED PLANNED DEVELOPMENT NO. 54 FOR ALLEN CITY COUNCIL REGULAR MEETING DECEMBER 10, 2013 PAGE 4 CORRIDOR COMMERCIAL "CC." The motion carried. 12. Conduct a Public Hearing and Adopt an Ordinance to Amend Specific Use Permit No. 138, for a Bottling Works and Distribution Use for the Property Located at 9 Prestige Circle. [Nine Band Brewing] Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. The motion carried. 13. Conduct a Public Hearing and Adopt a Resolution Approving the 2012.2013 Comprehensive Annual Performance Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) Program. Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking, Mayor Terrell closed the public hearing. ALLEN CITY COUNCIL REGULAR MEETING DECEMBER 10, 2013 PAGE RESOLUTION NO. 3197-12-13(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE 2012-2013 COMPREHENSIVE ANNUAL PERFORMANCE EVALUATION REPORT (CAPER); AUTHORIZING ITS SUBMISSION TO THE US. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD); REPEALING ALL RESOLUTIONS EV CONFLICT, PROVIDING A SEVERABILITY CLAUSE, AND PROVIDING AN EFFECTIVE DATE. MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Obermeyer, the Council voted seven (7) for and none (0) opposed to adopt Resolution No. 3197-12-13(R), as previously captioned, approving the 2012-2013 Comprehensive Annual Performance Evaluation Report for the Community Development Block Grant program. Items of Interest. • Council wished the Allen Eagles success in their playoff game on Saturday. • The Allen Event Center will be hosting Toys for Tots on Thursday, December 12. The Executive Session was not held.
