Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:20 p in. on Tuesday, February 25, 2014, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas.

With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:55 p.m. on

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:02 p.m. on Tuesday, February 25, 2014, in the Council Chambers of the Allen
City Hall, 305 Century Parkway, Allen, Texas.

Mayor Terrell removed the following agenda item from the Consent Agenda.
9. Authorize the City Manager to Purchase Two NetApp Storage Area Networks from ARC to
Provide a Total of 42 Terabytes of High Capacity Data Storage Space for an Amount Not to
Exceed $176543.00.
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Herald, the Council voted seven (7) for and none (0) opposed to adopt all remaining items on
the Consent Agenda as follows:
5. Approve Minutes of the February 11, 2014, Regular Meeting.
6. Adopt an Ordinance Amending the Existing Franchise Ordinance Between the City of Allen
and Oncor Electric Delivery Company to Provide for an Extension of the Franchise Term for
an Additional Five (5) Years.
ORDINANCE NO. 3210-02-14: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING EXISTING FRANCHISE ORDINANCE NO.
2294-6-04, AS AMENDED BY ORDINANCE NO. 2522-6-06, BETWEEN THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, AND ONCOR ELECTRIC DELIVERY COMPANY LLC,
SUCCESSOR IN INTEREST TO TXU ELECTRIC DELIVERY COMPANY, TO PROVIDE AN
EXTENSION OF THE FRANCHISE TERM; FURTHER PROVIDING THAT THIS ORDINANCE
IS SEVERABLE; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS
ORDINANCE IS ADOPTED IS OPEN TO THE PUBLIC AS REQUIRED BY LAW; PROVIDING
AN EFFECTIVE DATE; AND PROVIDING FOR WRITTEN ACCEPTANCE BY ONCOR
ELECTRIC DELIVERY COMPANY LLC.
7. Adopt a Resolution Ordering the May 10, 2014, General Election and Authorizing the City
Manager to Enter into a Contract with the Elections Administrator of Collin County to Provide
Joint Election Services with the Allen Independent School District.

S. Authorize the City Manager to Execute a Contract with The Agency Group in the Amount of
$55,000 for National Recording Artist "Pentatonix" to Perform as the Headline Entertainment
for the 2014 Market Street Allen USA Celebration Event.
10. Receive the Capital Improvement Program (CIP) Status Reports.
11. Receive the Summary of Property Tax Collections as of January 2014.

• Council recognized a Boy Scout from Troop 838 in attendance as a requirement for the
Communication Merit Badge.
• The Lone Star Conference Basketball Championships are set at the Allen Event Center from
March 5-8,2014.
• Council wished a happy birthday to Sara Herald.
Executive Session
The Executive Session was not held.
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 7:33 p.m. on Tuesday, February 25, 2014. The motion carried.
