MOTION: Upon a motion made by Councilmember Obenneyer and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to adopt all items on the Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of PD No. 108, District H to Allow an Assisted Living/Memory Can Use and Adopt a Concept Plan, Landscape Plan and Building Elevations for a 5.154f Acre Property Located North of Exchange Parkway and East of Bossy Boots Drive. ]Twin Creeks Assisted Living] Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking, Mayor Terrell closed the public hearing. ORDINANCE NO. 3215-3-14: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE Consent Agenda as follows: 4. Approve Minutes of the March 11, 2014, Regular Meeting. 5. Award Bid and Authorize the City Manager to Execute the Purchase of Medical Supplies in a Total Annual Amount Not to Exceed $101,000, with the Option for Four, One -Year Renewals with American Poly, BoundTree Medical, Henry Schein Matrix Medical, Kentron Healthcare, Life Assist, Midwest Medical Supply and Moore Medical Supply. 6. Authorize the City Manager to Execute Contracts for the Purchase and Delivery of Fuel for the City of Allen Service Center in a Total Annual Amount Not to Exceed $805,000, with the Option for Three, One -Year Renewals with Martin Eagle Oil Company, TAC Energy and Douglass Distributing Transportation Company. 7. MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Herald, the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3215-3-14, as previously captioned, amending the development regulations of PD No. 108, District H to allow an Assisted Living/Memory Care Use and adopt a Concept Plan, Landscape Plan and Building Elevations for a 5.154+ acre property located north of Exchange Parkway and east of Bossy Boots Drive for Twin Creeks Assisted Living. The motion carried. 10. Consider All Matters Incident and Related to the Issuance and Sale of City of Allen, Texas, Waterworks and Sewer System Revenue Refunding Bonds, Series 2014, Including the Adoption of an Ordinance Authorizing the Issuance of Such Bonds, Establishing the Parameters for the Sale, Appointing Pricing Officers, and Delegating Certain Matters to Authorized City Officials. ORDINANCE NO. 32163-14: AN ORDINANCE AUTHORIZING THE ISSUANCE OF "CITY OF ALLEN, TEXAS, WATERWORKS AND SEWER SYSTEM REVENUE REFUNDING BONDS, SERIES 2014"; PLEDGING THE NET REVENUES OF THE CITY'S COMBINED WATERWORKS AND SEWER SYSTEM TO THE PAYMENT OF THE PRINCIPAL OF AND INTEREST ON SAID BONDS; AND RESOLVING OTHER MATTERS INCIDENT AND RELATED TO THE ISSUANCE, SALE, PAYMENT, AND DELIVERY OF SAID BONDS, INCLUDING ESTABLISHING PARAMETERS THEREFOR AND DELEGATING MATTERS RELATING TO THE SALE AND ISSUANCE OF THE BONDS TO AUTHORIZED CITY OFFICIALS. MOTION: Upon a motion made by Councilmember Kizer and a second by Councilmember Obermeyer, the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3216-3-14, as previously captioned, authorizing the issuance of "City of Allen, Texas, Waterworks and Sewer System Revenue Refunding Bonds, Series 2014"; authorizing the issuance of such bonds, establishing the parameters for the sale, appointing Pricing Officers, and delegating certain matters to authorized City officials The motion carried. ALLEN CITY COUNCIL REGULAR MEETING MARCH 25, 2014 PAGE 4 The Regular Session recessed at 7:00 p.m. Executive Session In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at 7:59 p.m. on Tuesday, March 25, 2013, in the Council Conference Room, 305 Century Parkway, Allen, Texas, in order to discuss matters pertaining to: 13. Personnel Pursuant to Section 551.074 of the Texas Government Code — Annual Performance Review of the City Manager The Executive Session adjourned at 9'45 p.m. on Tuesday, March 25, 2013. 14. Reconvene and Consider Action on Items Discussed during Executive Session. The Allen City Council reconvened into the Regular Meeting at 9:46 p m. on Tuesday, March 25, 2013. The following action was taken on items discussed during Executive Session. MOTION: Upon a motion made by Councilmember Obenneyer and a second by Mayor Pro Tem Caplinger, the Council voted seven (7) for and none (0) opposed to increase the base pay for the City Manager by 2% and that the City Manager be paid a one-time lump sum payment of $4,600 in the next period. The motion carried.
