With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:23 p.m. on Tuesday, April 22, 2014, in the Council Conference Room of the Allen
City Hall, 305 Century Parkway, Allen, Texas.

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:00 p.m. on Tuesday, April 22, 2014, in the Council Chambers of the Allen City

MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda
as follows,
5. Approve Minutes of the April 7, 2014, Triad Meeting.
6. Approve Minutes of the April 8, 2014, Regular Meeting.
7. Adopt an Ordinance Approving and Enacting Supplement No. 10 to the Code of Ordinances.
ORDINANCE NO. 32174-14: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ADOPTING SUPPLEMENT NO. 10 TO THE CODE OF
ORDINANCES, PROVIDING FOR THE PRINTING THEREOF, AUTHENTICATION BY THE
MAYOR AND ATTESTATION BY THE CITY SECRETARY; PROVIDING A REPEAL OF
CERTAIN ORDINANCES; PROVIDING EXCEPTIONS TO REPEAL, PROVIDING A PENALTY
FOR SUCH VIOLATION THEREOF, AND PROVIDING AN EFFECTIVE DATE.
8. Adopt a Resolution Appointing Dao Bowman, Interim Executive Director of the Allen
Economic Development Corporation, to Fill the Unexpired Term of Office in Place 6 of the
Board of Directors for Tax Increment Financing (TIF) Reinvestment Zone No. 1 (Garden
District).
RESOLUTION NO, 3218-0-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPOINTING DAN BOWMAN, INTERIM
EXECUTIVE DIRECTOR OF ALLEN ECONOMIC DEVELOPMENT CORPORATION, TO
SERVE ON THE BOARD OF DIRECTORS OF THE ALLEN TAX INCREMENT FINANCING
REINVESTMENT ZONE NO. 1; AND PROVIDING FOR AN EFFECTIVE DATE.

11. Adopt an Ordinance Approving the Water Conservation and Drought Contingency and Water
Emergency Response Plan for the City of Allen.
ORDINANCE NO. 3219-4-14: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY
AMENDING CHAPTER 14; BY ADOPTING THE MAY 2014 WATER CONSERVATION PLAN
AND THE MAY 2014 WATER RESOURCE MANAGEMENT PLAN; PROVIDING FOR THE
DELAYED EFFECTIVE DATE FOR THE MAY 2014 WATER CONSERVATION AND WATER
RESOURCE MANAGEMENT PLANS; PROVIDING A REPEALING CLAUSE, PROVIDING A
SEVERABILITY CLAUSE, PROVIDING A SAVINGS CLAUSE; PROVIDING FOR A
PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000);
AND PROVIDING FOR AN EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Herald, the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3219-4-
14, as previously captioned, establishing the City of Allen Water Conservation and Water
Resource Management Plan. The motion carried.
