MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda,
as follows:
4. Approve Minutes of the June 10, 2014, Regular Meeting.
5. Adopt a Resolution Approving the Master Plan for Watters Branch Community Park
RESOLUTION NO. 3229-6-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE WAITERS BRANCH MASTER
PLAN; AND PROVIDING AN EFFECTIVE DATE.
6. Adopt a Resolution Supporting Adequate Funding of the Transportation System by the United
States Congress.
RESOLUTION NO. 3230-6-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, SUPPORTING ADEQUATE FUNDING OF THE
TRANSPORTATION SYSTEM BY THE UNITED STATES CONGRESS; AND PROVIDING AN
EFFECTIVE DATE.
7. Adopt a Resolution Authorizing the City Manager to Enter Into a Restated Interlocal
Agreement Between the City of Allen and Collin County Relating to Engineering, Land
Acquisition, and Construction of the 2007 Bond Project 07-005 Ridgeview Drive Paving and
Drainage Improvements from Alma Drive to US 75.
RESOLUTION NO. 3231-6-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF
AN AMENDED AND RESTATED INTERLOCAL COOPERATION AGREEMENT WITH
COLLIN COUNTY, TEXAS, RELATING TO ENGINEERING AND CONSTRUCTION OF THE
2001 BOND PROJECT 07-001 RIDGEVIEW DRIVE PAVING AND DRAINAGE

Two One -Year Renewals, for the Purchase of Temporary Personnel Guest Services with D & L
Entertainment Services, Inc. as the Primary Vendor and Cornerstone Staffing as the Secondary
Vendor for an Amount Not to Exceed 5500,000.00.
11. Receive the Capital Improvement Program (CIP) Status Reports.
12. Receive the Summary of Property Tax Collections as of May 2014.

13. Adopt an Ordinance Amending the City of Allen Code of Ordinances by Amending Chapter 14
"Utilities" by Amending Section 11.6, Stage 3, Goals for Use Reduction and Actions Available
Under Stage 3 of the Water Conservation and Drought Contingency and Water Emergency
Response Plan for the City of Allen.

ALLEN, COLLIN COUNTY, TEXAS, AMENDING CHAPTER 14 `UTILITIES" BY AMENDING
SECTION 14-14.1 BY AMENDING THE WATER CONSERVATION AND DROUGHT
CONTINGENCY AND WATER EMERGENCY RESPONSE PLAN FOR THE CITY OF ALLEN,
TEXAS ("CITY PLAN') BY AMENDING ORDINANCE NO. 2760-8-03 TO AMEND SECTION
11.6, STAGE 3, GOALS FOR USE REDUCTION AND ACTIONS AVAILABLE UNDER STAGE
3 OF THE PLAN, PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR A PENALTY OR FINE NOT
TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000); AND PROVIDING AN
EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember
Obermeyer, the Council voted seven (7) for and none (0) opposed to adopt Ordinance 3234-
6-14, as previously captioned, amending the City of Allen Code of Ordinances by amending
Chapter 14 "Utilities" by amending Section 11.6, Stage 3, Goals for Use Reduction and
Actions available under Stage 3 of the Water Conservation and Drought Contingency and
Water Emergency Response Plan for the City of Allen. The motion carried.
14. Motion to Confirm City Council Appointments to the Council Nominating Committee for the
Annual Appointment of Boards and Commissions.
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Caplinger, the Council voted seven (7) for and none (0) opposed to confirm the appointments
of appoint Councilmembers Sedlacek, Brooks, Obermeyer, and Kizer to the Council
Nominating Committee as recommended by Mayor Terrell. The motion carried.

15. Calendar.
• June 28 - Market Street Allen USA Celebration presented by Texas Health Allen, Celebration
Park, 4 p.m. - 11 p.m.
• July 4 - City Facilities Closed for the Independence Day Holiday
16. Items of Interest.
Council recognized a Boy Scout from Troop 8134 in attendance as a requirement for the Citizenship
in Community merit badge.
Councilmember Brooks announced that a BBQ cook off was being held at Stacy Ridge Park on June
28 and 29
Council wished happy birthday to Miss Emma Herald and Mr. Ellwanger.
