Consent Aeenda PAGE MOTION: Upon a motion made by Councilmember Brooks and a second by Councilmember Herald, the Council voted six (6) for and none (0) opposed to adopt all items on the Consent Agenda, as follows: 2. Approve Minutes of the July 22, 2014, Regular Meeting. 3. Adopt a Resolution Authorizing the Director of Parks and Recreation to Apply for, Accept, Reject, Alter or Terminate a Grant Through Texas Parks and Wildlife's Outdoor Recreation Grant Program for the Construction of Watters Branch Community Park. RESOLUTION NO. 3238-8-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, 14EREINAFTER REFERRED TO AS "APPLICANT," DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR ACTING FOR, AND ON BEHALF OF THE "APPLICANT' IN DEALING WITH TEXAS PARKS AND WILDLIFE, HEREINAFTER REFERRED TO AS "GRANTOR" FOR THE PURPOSE OF PARTICIPATING IN THE TEXAS PARKS AND WILDLIFE DEPARTMENT'S OUTDOOR RECREATION GRANT PROGRAM, HEREINAFTER REFERRED TO AS THE "PROGRAM"; CERTIFYING THAT THE "APPLICANT' IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; CERTIFYING THAT THE "APPLICANT" MATCHING SHARE IS READILY AVAILABLE; AND DEDICATING THE PROPOSED FACILITY FOR PERMANENT PUBLIC RECREATION PURPOSES; AND PROVIDING FOR AN EFFECTIVE DATE. 4. Adopt a Resolution Authorizing the City Manager to Enter into an Interlocal Agreement Between the City of Allen and North Central Texas Council of Governments (NCTCOG) Relating to the Regional Traffic Signal Retiming Program. RESOLUTION NO. 3239-8-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN INTERLOCAL AGREEMENT BY AND BETWEEN THE CITY OF ALLEN, TEXAS, AND THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS, TEXAS, AUTHORIZING PARTICIPATION IN THE REGIONAL TRAFFIC SIGNAL RETIMING PROGRAM, AUTHORIZING ITS EXECUTION BY THE CITY MANAGER OR DESIGNEE, AND PROVIDING AN EFFECTIVE DATE 5. Authorize the City Manager to Execute a Contract with H -B Construction, Inc., in an Amount Not to Exceed $172,202 for the Remodel of the Don Rodenbaugh Natatorium Shower/Locker Rooms, and Establish a Project Budget of $198,000. 6. Authorize the City Manager to Upgrade the Police Department's In -Car Video System from the L-3 Communications Mobile -Vision, Inc., Flashback2 System to the Flashback3 Digital In -Car Video Solution in the Amount of $199,934 Through the Houston -Galveston Area Cooperative Purchasing Program. ALLEN CITY COUNCIL REGULAR MEETING AUGUST 12, 2014 PAGE 3 7. Accept the Resignation of Emile Corriere and Declare a Vacancy in Place No. 1 on the Public Art Committee. Receive the Investment Report for the Period Ending June 30, 2014. 9. Receive the Financial Report for Period Ending June 30, 2014. The motion carried. Reeular Aeenda 10. Conduct a Public Hearing on the Fiscal Year 2014-2015 Budget as Required by Article IV, Section 4.04 of the Allen City Charter. Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking, Mayor Terrell closed the public hearing. Mayor Terrell announced that the City Council will vote on the FY2015 budget at the September 9, 2014, City Council meeting at 7:00 PM at Allen City Hall, 305 Century Parkway, Allen, Texas 11. Conduct a Public Hearing Regarding the Fiscal Year 2014-2015 City Tax Rate. Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking, Mayor Terrell closed the public hearing. MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Brooks, the Council voted six (6) for and none (0) opposed to set the City Council meeting date of September 9, 2014, at 7:00 PM at Allen City Hall, 305 Century Parkway, Allen, Texas, to vote on the proposed tax rate of 55.0 cents per $100 of the certified appraised value for the Fiscal Year 2014-2015 budget. The motion carried. 12. Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of Planned Development No. 74 and Adopt a Concept Plan and Building Elevations for a 39.91 Acre Property Generally Located Southwest of Bethany Drive and Montgomery Boulevard. [Montgomery Ridge] This Item is Recommended to he Continued to the August 26, 2014, City Council Meeting. Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time.
