With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6.26 p in. on Tuesday, November 11, 2014, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas.

With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:00 p.m, on

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 705 p.m. on Tuesday, November 11, 2014, in the Council Chambers of the Allen

2. Presentation of Proclamations by the Office of the Mayor.
• Presentation of a Proclamation to VFW Post 2195 and Veterans Proclaiming November 11, 20(4,
as Veterans Day
• Presentation of a Proclamation to Stacy Brown, Chair of the Collin County Homeless Coalition,
Proclaiming November 14-22, 2014, as Homelessness Awareness Days.
3. Recognition of the Parks and Recreation Department as Recipient of Various Texas Recreation
and Park Society (TRAPS) and International Festivals and Events Association (IFEA) Awards.
4. Recognition of Allen City Television (ACTV) for a Series of Awards from the National
Association of Telecommunications Officers and Advisors (NATOA).
Consent Agenda
MOTION: Upon a motion made by Councilmember Brooks and a second by Councilmember Herald, the
Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda
as follows
5, Approve Minutes of the October 28, 2014, Regular Meeting.
6. Motion to Cancel the December 23, 2014, City Council Meeting.
7. Accept the Resignation of Stacy Polk and Declare a Vacancy in Place No. 2 on the Convention
and Visitors Bureau Advisory Board.
8. Accept the Resignation of Cindy Briggs and Declare a Vacancy in Place No. 1 on the Library
Board.
9. Adopt a Resolution Amending the Previously Adopted Personnel Policies Manual by Updating
the Drug Free Workplace Policy.
RESOLUTION NO. 3264-11-14(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, ADOPTING AMENDMENTS TO CHAPTER 16,
"DRUG-FREE WORKPLACE," OF THE PERSONNEL POLICIES AND PROCEDURES
MANUAL; PROVIDING FOR A REPEALING CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
10. Authorize the City Manager to Execute an Economic Development Incentive Agreement
Between the City of Allen and Pulte Homes of Texas, L.P.
it. Authorize the City Manager to Execute an Economic Development Incentive Agreement with
the Allen Economic Development Corporation.
12. Authorize the City Manager to Execute an Economic Development Incentive Agreement with
the Allen Community Development Corporation.
13. Receive the Investment Report for the Period Ending September 30, 2014.

14. Consider Appointments to Fill Vacancies on the Convention and Visitors Bureau Advisory
Board and Library Board.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Kizer,
the Council voted seven (7) for and none (0) opposed to appoint Rhonda Staples to fill the
unexpired term in Place No 2 on the Convention and Visitors Bureau Advisory Board, and
Michelle Perry to fill the unexpired term in Place No I on the Library Board. The motion
carried

Council recognized Boys Scouts from Troop 334 in attendance as a requirement for a merit badge

Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 738 p.m. on Tuesday, November 11, 2014 The motion carried
