Presentation of the Keep Allen Beautiful Board's Annual Report by Chairperson Mardy Brown. This item was rescheduled for a future meeting Consent Agenda Councilmember Sedlacek removed the following agenda item from the Consent Agenda. 6. Adopt an Ordinance Ordering the Special Election on Proposed Amendments for the Home Rule Charter to be Held on May 9, 2015. MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember Herald, the Council voted seven (7) for and none (0) opposed to adopt all remaining items on the Consent Agenda as follows 3. Approve Minutes of the February 10, 2015, Regular Meeting. 1 4. Adopt a Resolution Establishing the 2015 State Legislative Program for the City of Allen. RESOLUTION NO. 3281-2-15(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ADOPTING A STATE LEGISLATIVE PROGRAM, AND, PROVIDING AN EFFECTIVE DATE. 5. Adopt a Resolution Ordering the May 9, 2015, General Election and Authorizing the City Manager to Enter into a Contract with the Elections Administrator of Collin County to Provide Joint Election Services with the Allen Independent School District and Collin College District. RESOLUTION NO. 3282-2-15(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ORDERING A GENERAL ELECTION TO BE HELD ON MAY 9, 2015, FOR THE PURPOSE OF ELECTING THE CITY COUNCILMEMBERS FOR PLACE NOS 1, 3 AND 5, DESIGNATING LOCATION OF POLLING PLACE; ORDERING NOTICE OF ELECTION TO BE GIVEN AS PRESCRIBED BY LAW IN CONNECTION WITH SUCH ELECTION; AUTHORIZING EXECUTION OF JOINT ELECTION AGREEMENT, AND PROVIDING AN EFFECTIVE DATE. 7 Adopt a Resolution Ordering a City Bond Election to be held on May 9, 2015, for the Purpose of Revoking Previously Authorized Bonds to Construct and Equip a Performing Arts Center, Including the Purchase of Land Therefor. RESOLUTION NO. 3284-2-15(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE ALLEN, COLLIN COUNTY, TEXAS, ORDERING A SPECIAL ELECTION TO BE HELD IN THE CITY OF ALLEN, TEXAS MAKING PROVISIONS FOR THE CONDUCT OF THE ELECTION AND RESOLVING OTHER MATTERS INCIDENT AND RELATED TO SUCH ELECTION ALLEN CITY COUNCIL REGULAR MEETING FEBRUARY 24, 2015 PAGE 3 8. Adopt a Resolution Authorizing the City Manager to Enter into an Interlocal Agreement Between the City of Allen and Collin County for Right Turn Lanes at Various Intersections. RESOLUTION NO. 3285-2-15(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN INTERLOCAL COOPERATION AGREEMENT WITH COLLIN COUNTY, TEXAS, RELATING TO ENGINEERING AND CONSTRUCTION OF THE 2007 BOND PROJECT 07-00- 34 RIGHT TURN LANES AT VARIOUS INTERSECTIONS, AUTHORIZING ITS EXECUTION BY THE CITY MANAGER OR DESIGNEE, AND PROVIDING AN EFFECTIVE DATE 9. Authorize the City Manager to Execute a Development Agreement with Allen Commerce Center, LP, Related to Sewer Services Through the Town of Fairview System. 10. Authorize the City Manager to Execute an Economic Development Agreement with Intelligent Epitaxy Technology, Inc., Related to Ridgemont Drive Improvements. 11. Authorize the City Manager to Execute a Facilities Agreement with JBGL Exchange, LLC, Related to Median Improvements and Maintenance for Portions of Bray Central, Watters Road, and Exchange Parkway. 12. Authorize the City Manager to Execute a Donation for Use Agreement with Exchange Parkway Church of Christ to Temporarily House Fire Station #2 Personnel and Vehicles. 13. Authorize the City Manager to Approve the Purchase and Installation of New Carpet and Vinyl Flooring and Carpet Shampooing Services for City Hall from Gomez Floor Covering, Inc., in the amount of $41,877. 14. Authorize the City Manager to Negotiate and Execute a Contract with The William Morris Agency in the Amount of $70,000 for Former Lead Singer of the Double Brothers and National Recording Artist Michael McDonald as the Headline Entertainment for the 2015 Market Street AIIenUSA Celebration Event. 15. Authorize the City Manager to Execute the Purchase of Hardware, Software and Professional Services with Industrial Networking Solutions, Delcom Group, Mobile Wireless, LLC, and Trinity Sheet Metal, LLC, dba Trinity Customs for a Total Project Amount Not to Exceed $146,290 for Cradle Point Hardware, Network Servers and NetMotion Mobility Software and Installation in Public Safety Vehicles. 16. Award Bid and Authorize the City Manager to Execute a Contract with Northstar Construction, LLC, for Construction of the Cottonwood Creek Hike & Bike Trail Connection Project in an Amount Not to Exceed $898,820. 17. Receive the Capital Improvement Program (CFP) Status Reports. 18. Receive the Summary of Property Tax Collections as of January 2015. The motion carried. 6. ALLEN CITY COUNCIL REGULAR MEETING FEBRUARY 24, 2015 V:CtleEl ORDINANCE NO. 3283-2-15: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ORDERING AN ELECTION ON PROPOSED AMENDMENTS TO THE HOME RULE CHARTER TO BE HELD ON MAY 9, 2015, IN CONJUNCTION WITH THE MUNICIPAL OFFICER ELECTION; TO CONSIDER PROPOSED AMENDMENTS TO THE HOME RULE CHARTER OF THE CITY OF ALLEN, DESIGNATING LOCATIONS OF POLLING PLACES, ORDERING NOTICE OF ELECTION TO BE GIVEN AS PRESCRIBED BY LAW; PROVIDING FOR THE PUBLICATION AND POSTING OF NOTICE; PROVIDING FOR EARLY VOTING; MAKING PROVISIONS FOR THE CONDUCT OF THE ELECTION AND RESOLVING OTHER MATTERS INCIDENT AND RELATED TO SUCH ELECTIONS, AUTHORIZING EXECUTION OF JOINT ELECTION AGREEMENT, PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE, MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Herald, the Council voted seven (6) for and one (1) opposed with Councilmember Kizer casting the negative vote, to adopt Ordinance No. 3283-2-15, as previously captioned, ordering an election on proposed amendments to the Home Rule Charter on May 9, 2015, with the requirement that members of the City Council be a qualified voter for at least six (6) months as of the time of filing for election to the City Council. The motion carried. 19. Calendar. • February 28 — Fire and Police Charity Hockey Game. • March 4-7 - Lone Star Conference Men's and Women's Basketball Tournament, Allen Event Center. 20. [Council announcements regarding local civic and charitable events, meetings fundraisers, and awards ] • Council wished a happy birthday to Sara Herald. • Council recognized a Boy Scout from Troop 4306 in attendance as a requirement for a merit badge Executive Session The Executive Session was not held.
