Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:28 p.m. on Tuesday, March 24, 2015, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas.

With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:00 p.m. on
Tuesday, March 24, 2015.

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:04 p m on Tuesday, March 24, 2015, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

1 MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councilmember Brooks,
the Council voted six (6) for and none (0) opposed to adopt all items on the Consent Agenda
as follows
4. Approve Minutes of the March 10, 2015, Regular Meeting.
5. Adopt a Resolution in Opposition to a Revenue Cap and Legislative Interference with Local
Services and Providing an Effective Date.
RESOLUTION NO. 3287-3-15(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, M OPPOSITION TO A REVENUE CAP AND
LEGISLATIVE INTERFERENCE WITH LOCAL SERVICES, AND PROVIDING AN
EFFECTIVE DATE,
6. Adopt an Ordinance Regarding the Regulation of Sex Offender Residency in the City of Allen.
ORDINANCE NO. 3288-3-15: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY
AMENDING CHAPTER 10, OFFENSES — MISCELLANEOUS, BY ADDING ARTICLE VI,
REGULATION OF SEX OFFENDER RESIDENCY, PROVIDING A REPEALING CLAUSE;
PROVIDING A SEVERABILITY CLAUSE, PROVIDING A SAVINGS CLAUSE; PROVIDING
FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF FIVE HUNDRED DOLLARS
($500): AND PROVIDING AN EFFECTIVE DATE.
7. Authorize the City Manager to Procure Services and Equipment from CIMCO Refrigeration
for the Replacement of the Ice Chiller at Allen Event Center in the Amount of $166,388 and
Establish a Project Budget of $231,000.

7:35 p.m, on Tuesday, March 24, 2015, in the Council Conference Room, 305 Century Parkway, Allen, Texas,
in order to discuss matters pertaining to.

• Annual Performance Review of the City Manager
The Executive Session adjourned at 8:21 p.m. on Tuesday, March 24, 2015
13. Reconvene and Consider Action on Items Discussed during Executive Session.
The Allen City Council reconvened into the Regular Meeting at 8:24 p.m. on Tuesday,
March 24, 2015. The following action was taken on items discussed during Executive Session.
MOTION: Upon a motion made by Councilmember Kizer and a second by Councilmember Herald, the
Council voted six (6) for and none (0) opposed to increase the City Manager's compensation
by an amount equal to 3% of base salary The motion carried.

MOTION: Upon a motion made by Councilmember Herald and a second by Mayor Pro Tem Caplinger,
the Council voted six (6) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 8:25 p.m. on Tuesday, March 24, 2015 The motion carried.
