With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6.26 p.m on Tuesday, April 28, 2015, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas.

With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:02 p.m. on

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to

• Presentation of a Proclamation to Kurt Kasson, Chief Building Official with the City of Allen

MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Herald, the Council voted seven (7) for and none (0) opposed to adopt all items on the
Consent Agenda as follows:
4. Approve Minutes of the April 14, 2015, Regular Meeting.
Adopt a Resolution Authorizing the City Manager to Amend an Interlocal Agreement Between
the Cities of Allen and Plano and the City of Parker Providing for the Use of the Allen and
Plano Radio Communications System.
RESOLUTION NO. 3297-4-15(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF
THE FIRST MODIFICATION OF INTERLOCAL COOPERATION AGREEMENT BY AND
BETWEEN THE CITY OF ALLEN, CITY OF PLANO, AND CITY OF PARKER FOR THE USE
OF THE RADIO SYSTEM THAT IS JOINTLY OWNED BY THE CITY OF ALLEN AND THE
CITY OF PLANO, AUTHORIZING ITS EXECUTION BY THE CITY MANAGER OR
DESIGNEE; AND PROVIDING AN EFFECTIVE DATE
Adopt a Resolution Authorizing the City Manager to Enter into an Interlocal Agreement
Between the City of Allen and Collin County for Alma Drive Widening.
RESOLUTION NO, 3298-4-15(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF
AN INTERLOCAL COOPERATION AGREEMENT WITH COLLIN COUNTY, TEXAS,
RELATING TO ENGINEERING AND CONSTRUCTION OF THE 2007 DISCRETIONARY
BOND PROJECT 07-00-35 ALMA DRIVE WIDENING FROM HEDGCOXE ROAD TO SAM
RAYBURN TOLLWAY; AUTHORIZING ITS EXECUTION BY THE CITY MANAGER OR
DESIGNEE; AND PROVIDING AN EFFECTIVE DATE.

Regional Solid Waste System Contract with North Texas Municipal Water District.
RESOLUTION NO. 3299-4-15(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF
THE AMENDED AND RESTATED REGIONAL SOLID WASTE SYSTEM CONTRACT BY
AND BETWEEN THE CITY OF ALLEN, TEXAS, AND NORTH TEXAS MUNICIPAL WATER
DISTRICT; AUTHORIZING ITS EXECUTION BY THE CITY MANAGER OR DESIGNEE; AND
PROVIDING AN EFFECTIVE DATE,
S. Authorize the City Manager to Execute a Facilities Agreement with D.R. Horton - Texas, Ltd.
and Morgan Crossing Owners Association Related to Maintenance of Non -Standard Street
Lights.
9. Award Bid and Authorize the City Manager to Execute the Purchase of Fire Engine and
Ambulance Repair Services with North Texas Fleet Services for an Annual Amount Not to
Exceed $90,000.
10. Award Bid and Authorize the City Manager to Execute the Purchase of Fitness Equipment for
Joe Farmer Recreation Center, Dan Rodenbaugh Natatorium, and the Senior Recreation
Center with Fit Supply in an Amount Not to Exceed $253,872.
it. Award Bid and Authorize the City Manager to Execute the Purchase of Custodial Services for
Parks and Recreation Facilities with DFW Building Maintenance as the Primary Vendor in the
Amount of $191,268 with the Option for Two, One -Year Renewals, and Award an Alternative
Annual Contract with UBM Enterprises Inc., to be Utilized in the Event the Primary
Contractor is Unable to Fulfill Their Contractual Obligations.
12. Award Bid and Authorize the City Manager to Execute the Purchase of Housekeeping Services
for the Allen Event Center with Service Management Systems as the Primary Vendor in the
Amount of $360,500 with the Option for Two, One -Year Renewals, and Award an Alternative
Annual Contract with American Facility Services, to be Utilized in the Event the Primary
Contractor is Unable to Fulfill Their Contractual Obligations.
13. Award Bid and Authorize the City Manager to Execute a Contract with McMahon Contracting
L.P., in the Amount of $2,780,642.25 for Montgomery Boulevard Extension Project and Amend
the Project Budget to $3,400,000.
14. Motion to Reappoint Mr. James Kerr to the North Texas Municipal Water District Board as a
Representative for the City of Allen for a Two -Year Term Effective June 1, 2015, through May
31, 2017.
15. Receive the Capital Improvement Program (CIP) Status Reports.
16. Receive the Summary of Property Tax Collections as of March 2015.

Council recognized Boy Scout Troop 223 in attendance as a requirement for the Citizenship in the
Community Merit Badge
• The new Water Conservation and Drought Contingency Plan will go into effect on Friday, May 1,
2015.
• Council thanked James Kerr and Joe Farmer for their service on the North Texas Municipal Water
District Board.

Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 7.39 p.m. on Tuesday, April 28, 2015. The motion carried.
