Approve Minutes of the April 28, 2015, Regular Meeting. 6. Adopt an Ordinance Amending Ordinance No. 3150-5-13 to Make a Non -Substantive Change to the Designation of the Specific Use Permit Number From No. 134 to No. 143. ORDINANCE NO. 3300-5-15: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING ORDINANCE NO 3150-5-13 MAKING A NON -SUBSTANTIVE CHANGE TO THE DESIGNATION OF THE SPECIFIC USE PERMIT NUMBER ESTABLISHED THEREIN FROM NUMBER 134 TO NUMBER 143 TO PREVENT DUPLICATE NUMBERING, PROVIDING A SEVERABILITY CLAUSE, AND PROVIDING AN EFFECTIVE DATE. 7. Authorize the City Manager to Execute a Professional Services Contract with Huitt-Zollars, Inc., in the Amount of $86,850 for the Design of Intersection Improvements for McDermott Drive at US75, Stacy Road at US75 and Greenville Avenue at Exchange Parkway and Establish an Initial Project Budget in the Amount of $311,850. 8. Award Bid and Authorize the City Manager to Execute a Two -Year Unit Price Agreement with VA Construction, Inc., for Concrete Repair Services with Estimated Annual Expenditures Not to Exceed $100,000 with Three One -Year Options to Renew. 9. Award Bid and Authorize the City Manager to Execute a Contract with Kodiak Trenching and Boring, LLC, in the Amount of $2,082,216.10 for Fountain Park Water & Sanitary Sewer Rehabilitation Phase 1 and Amend the Project Budget to $2,600,000. 1 10. RESOLUTION NO. 3301-5-15(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING THE CITY MANAGER TO APPLY FOR, ACCEPT, REJECT, ALTER, OR TERMINATE A GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE FOR BULLETPROOF VESTS, IF AWARDED, AND PROVIDING AN EFFECTIVE DATE. 12. Approve the Recommendation from the Tax Increment Financing (TIF) Reinvestment Zone Number One (Garden District) Board of Directors Relating to Payments to Watters Creek Owner, LLC, from the TIF Fund in the Amount of $648,968.10 from the City Tax Increment, $125,875.62 from the County Tax Increment, and a Payment to the City from the TIF Fund in the Amount of $16,912.50 for Administrative Support and Legal Expenses. 13. Accept the Resignation of Linda Kapocsi and Declare a Vacancy in Place No. 3 on the Library Board. 14. Receive the Unaudited Financial Report for the Period Ending March 31, 2015. 15. [Express Oil Change] Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time.
