MOTION: Upon a motion made by Councilmember Oberme)er and a second by Councilmember Baine, the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda as follows Approve Minutes of the July 14, 2015, Regular Meeting. Adopt a Resolution Appointing Eric Cannon, Chief Financial Officer to Fill the Unexpired Term of Office in Place 4 of the Board of Directors for Tax Increment Financing (TIF) Reinvestment Zone No. 1 (Garden District). RESOLUTION NO. 3315-7-15(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPOINTING ERIC CANNON, CHIEF FINANCIAL OFFICER OF THE CITY OF ALLEN, TO SERVE ON THE BOARD OF DIRECTORS OF THE ALLEN TAX INCREMENT FINANCING REINVESTMENT ZONE NO I, AND PROVIDING FOR AN EFFECTIVE DATE. 6. Authorize the City Manager to Execute Contracts with The Standard to Provide Life/Accidental Death & Dismemberment (AD&D), Long -Term Disability, Voluntary Short - Term Disability, and Voluntary Life Insurance/Accidental Death & Dismemberment (AD&D). S. Authorize the Purchase of a Cisco 4500-X Switch from Sigma Solutions, TM, to Replace the Current Cisco 4510 Switch in the Amount of $82,813.12. 9. Transmit the Proposed 2015-2016 City Budget and the Proposed 2016-2020 Capital Improvement Program. 10. Receive the Capital Improvement Program (CIP) Status Reports. 11. Conduct a Public Hearing and Adopt an Ordinance to Amend the Development and Use Regulations Applicable to Tract 4 of Planned Development PD No. 53, from Community Facilities CF to Townhome Residential District TEL and Adopt a Concept Plan, Building Elevations, and Development Regulations for Allen Stake Center, Generally Located West of Alma Drive and North of Exchange Parkway. Allen Stake Centers This Item is Recommended to be Continued to the August Il, 1015, City Council Meeting. Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking, Mayor Terrell closed the public hearing. MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Obermeyer, the Council voted seven (7) for and none (0) opposed to continue this nem to the City Council Regular Meeting scheduled at 7:00 p.m, on Tuesdav, August 11, 2015. Conduct a Public Hearing and Adopt an Ordinance to Amend the Base Zoning of a Portion of Planned Development No. 3 from Shopping Center SC to a Base Zoning of LI Light Industrial, and Adopt Development Regulations, Concept Plan, Landscape Plan and Building Elevations. for a 6.5f Acre Tract of Land Generally Located Northwest of the Intersection of Greenville Avenue and Bethany Drive. ALLEN CITY COUNCIL REGULAR MEETING JULY 28, 2015 PAGE 4 ORDINANCE NO. 3318-7-15: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE AND ZONING MAP, AS PREVIOUSLY AMENDED, BY CHANGING THE BASE ZONING OF A 6 5t ACRE TRACT OF LAND SITUATED IN THE WILLIAM PERRIN SURVEY, ABSTRACT NO 708, DESCRIBED IN EXHIBIT "A" HERETO AND LOCATED IN PLANNED DEVELOPMENT NO, 3 FROM SHOPPING CENTER (SC) TO LIGHT INDUSTRIAL (LI); ADOPTING A CONCEPT PLAN, LANDSCAPE PLAN, DEVELOPMENT REGULATIONS, AND BUILDING ELEVATIONS; PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND PROVIDING AN EFFECTIVE DATE. MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3318-7-15, as previously captioned, to amend the base zoning of a portion of Planned Development No. 3 from Shopping Center SC to a base zoning of LI Light Industrial, and adopt development regulations, concept plan, landscape plan and budding elevations for a 6.5t acre tract of land generally located northwest of the intersection of Greenville Avenue and Bethany Drive The motion carried. 14. Motion to Confirm City Council Appointments to the Council Nominating Committee for the Annual Appointment of Boards and Commissions. MOTION: Upon a motion made by Councilmember Herald and a second by Mayor Pro Tem Caplinger, the Council voted seven (7) for and none (0) opposed to confirm the appointments to appoint Councilmembers Sedlacek, Kizer, Obermeyer, and Brooks to the Council Nominating Committee as recommended by Mayor Terrell The motion carried 15. Set August 11, 2015, as the First Public Hearing Date and August 25, 2015, as the Second Public Hearing Date Regarding the Fiscal Year 2015-2016 City Budget. MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember Sedlacek, the Council voted seven (7) for and none (0) opposed to set Tuesday, August 11, 2015, and Tuesday, August 25, 2015, at 7'00 p.m at Allen City Hall, 305 Century Parkway, Allen, Texas as the dates, time, and place for the first and second Public Hearings on the City's Proposed Fiscal Year 2015-2016 City Budget in accordance with Article IV, Section 4.04 of the City Charter. The motion carried. 16. Set August 11, 2015, as the First Public Hearing Date and August 25, 2015, as the Second Public Hearing Date Regarding the Fiscal Year 2015-2016 City Tax Rate. MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Obermeyer, the Council voted seven (7) for and none (0) opposed to set Tuesday, August 11, 2015, and Tuesday, August 25, 2015, at 700 p.m at Allen City Hall, 305 Century Parkway, Allen, Texas as the dates, time, and place for the first and second Public Hearings on the proposed City Tax Rate of 54 0 cents per $100 of appraised value for the Fiscal Year 2015- 2016 The motion carried.
