With a quorum of the Councdmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:35 p.m on Tuesday, August 25, 2015, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas.

With a quorum of the Councdmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 703 p.m. on Tuesday, August 25, 2015, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas

1. Citizens' Comments.
Consent Agenda
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda
as follows:
2. Approve Minutes of the August 11, 2015, Regular Meeting.
3. Authorize the City Manager to Execute a Facilities Agreement with JBGL Hawthorne, LLC,
and Angel Field West Homeowners Association, Inc., Related to Maintenance of Non -Standard
Street Lights, Street Signs, and Sign Posts.
4. Receive the Capital Improvement Program (CIP) Status Reports.
5. Receive the Summary of Property Tax Collections as of July 2015.

6. Conduct a Public Hearing on the Fiscal Year 2015-2016 City Budget as Required by Article IV,
Section 4.04 of the Allen City Charter.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.
Mayor Terrell announced that the City Council will vote on the FY2016 budget at the
September 8, 2015, City Council meeting at 7:00 p.m. at Allen City Hall, 305 Century Parkway,
Allen, Texas.
7. Conduct a Public Hearing Regarding the Fiscal Year 2015-2016 City Tax Rate.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking, Mayor Terrell closed the public hearing
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember
Obermeyer, the Council voted seven (7) for and none (0) opposed to set the City Council
meeting date of September 8, 2015, at 7:00 p m. at Allen City Hall, 305 Century Parkway,
Allen, Texas, to vote on the proposed tax rate of 53.7 cents per $100 of the certified appraised
value for the Fiscal Year 2015-2016 budget. The motion carried.

• The Allen Eagles and Lovejoy Leopards Football Teams will play their first games, Friday,
August 28, 2015, at Eagle Stadium and Allen Lowery Freshman Center Stadium, respectively
• Council wished a happy birthday to Councilmember Herald's daughters, Darlyn and Jackie, and
Councilmember Obermeyer
• Council recognized Boy Scouts from Troop Nos. 840, 1914, 25, 328, and 224 in attendance as a
requirement for earning a merit badge.

The Executive Session was not held.

Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 7:17 p in on Tuesday, August 25, 2015. The motion carried.
