2. Presentation of Proclamation by the Office of the Mayor.
• Present a Proclamation to Representatives of the Allen Area Small Business Owners, Proclaiming
November 28, 2015, as "Small Business Soturday."
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Brooks, the Council voted seven (7) for and none (0) opposed to adopt all items on the
Concent Agenda as follow%.
3. Approve Minutes of the November 10, 2015, Regular Meeting of the Allen City Council.
4. Adopt an Ordinance Amending the Code of Ordinances. Chapter 6. 'Health and Environment',
in Order to Amend the Storm Water Management Policy.
ORDINANCE NO. 3338-11-15: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING CHAPTER 6 "ENVIRONMENTAL
HEALTH" ARTICLE VII "STORM WATER MANAGEMENT" OF THE CODE OF
ORDINANCES OF THE CITY OF ALLEN, TEXAS, BY AMENDING SECTION 6-162
"PURPOSE"; SECTION 6-168 "DEFINITIONS", SUBSECTION (b) OF SECTION 6-169
"GENERAL PROHIBITIONS", SUBSECTION (b) OF SECTION 6-170 "SPECIFIC
PROHIBITIONS AND ILLICIT DISCHARGES"; AND SUBSECTION (c) OF SECTION 6-181
"GENERAL REQUIREMENTS", AND BY DELETING SUBSECTION (c) OF SECTION 6-227
"SUPPLEMENTAL ENFORCEMENT ACTIONS", PROVIDING A REPEALING CLAUSE;
PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE, PROVIDING
FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS

5. Adopt a Resolution Approving the Parks, Recreation, and Open Space Master Plan Update
2015 Establishing a Guide for Parkland Acquisition and Development in the City of Allen.
RESOLUTION NO. 3339-11-15(R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, ADOPTING THE PARKS, RECREATION AND OPEN
SPACE MASTER PLAN UPDATE 2015, ATTACHED HERETO AS EXHIBIT "A", AND
PROVIDING FOR AN EFFECTIVE DATE.
6. Authorize the City Manager to Execute a Purchase with Ford Audio -Video Through an
Interlocal Agreement with TIPS -USA Cooperative Purchasing for Audio Visual Systems for the
City Hall Basement Remodel Project in the Amount of $65,859.
7. Authorize the City Manager to Execute the Purchase of Ammunition, Firearm Training Kits,
Less -lethal Munitions, Replacement Parts for Police Issued Duty Weapons, and Miscellaneous
Items Related to Firearms and Firearms Training With GT Distributors, Inc. For a Total
Amount Not to Exceed $70,391.82.
8. Award Bid and Authorize the City Manager to Execute Annual Contracts to Priority Public
Safety for $100,000 and Pursuit Safety, Inc. for $100,000 for the Purchase of Vehicle Equipment
and Installation Services for a Total Annual Amount Not to Exceed $200,000.00.

9. Motion to Set Saturday, January 16, 2016, as the Date for the Strategic Planning Session with
City Council.
10. Receive the Capital Improvement Program (CIP) Status Reports.

o December 5 – Allen Philharmonic Choms and Chamber Orchestra Christmas Concert.
