Parks and Recreation Board
Regular Session
September 24, 1981

Members Present David nhrgan, Nelen J.hnson, Ron Workman
I. ^fleeting was called to order at 7:45 p.m. b:i David Morgan.
II. "Hnutes from the August 27, 1981 Regular Meeting were approved
as read.
Minutes from the September 15, 1981 Special Meeting were approved
with one sentence added to Section II. The Board agreed to develop
an outline of the Policy, Rules and Regulations Manual.
III. The Director of P.A.B.D. made the following reports:
1. Presented the school's position statement from Bob Outman,
then reviewed the meeting and discussion of the Senion Citizen
Center Steering Committee. The Board was also informed of a
"covered dish" luncheon Wednesday, November 11, 1981 for the
Senior Citizens and the City Council, School Board, and the
Parks Board.
2. The Hoard was made aware that steps to begin construction on
Reed Park are advancing. A report from Ron Fix was not heard
Ron did not attend.
3. The Hoard was informed of the City Council's request that the
Parks and Recreation Board develop a fee scructire for the use of
City facilities.
4. The new Budget was distributed to the Board and a general line
item approval was discussed. The Board suggested further study
be done to see how this affects the services and maintenance of
the Department,
LV. In the discussion of the Policy, Rules and Regulations `Manual,
a general consensus was reached. The consensus was that the
City of Longview's Manual be used as a working outline for the
development of Allen's Park and Recreation Manual. A Special
'feeting was set for October 8, 1981 at 7:30 p.m. at the Allen
Public Library for further study of the Policy, Rules and Regulations
',hnual.
