Min - Parks and Recreation Board - 1983 - 01/31 - Special CalledMINUTES Parks and Recreation Board Special Called Meeting January 31, 1983 Old Middle School 7:30 p.m. Members Present: Ron Workman, Russ Bratcher, Helen Johnson, David Morgan, Bob Outman Members Absent: None I. David Morgan called the meeting to order. II. Consider recommendation to the City Council on Hillside softball play. Mark Thornton, Director, presented the Board with the results from the residents meeting over the weekend. The spokesman for the residents was unable to attend therefore, Thornton summed up their proposal for the Board; The residents would be willing to allow limited men's play if a considerable amount of effort was being made to find other facilities other than 3 Jupiter, the High School or Ford Park. Their statement also included lights out at 9:00 weekdays and no tournament play. After a lengthy discussion by the Board a solution was proposed. MOTION: There was a motion made by Bob Outman to include improvements on Jupiter, allow no tournaments at Hillside and move men's softball primary field to Jupiter with some overflow at Hillside. There was no second and it was dropped. The Board began discussing the outline and possible changes to be made to the proposal in order to develop a compromising recommendation. MOTION: There was a motion made by Russ Bratcher amended by Bob Outman, seconded by Helen Johnson, motion seconded by David Morgan to recommend the following to the City LCouncil: (vote 4 for, 1 opposed) Minutes 1/31/83 Parks & Recreation Board Page 2 HILLSIDE SOFTBALL FIELDS RECOMMENDATION FOR USE ALLEN PARKS BOARD I. Foul Ball Problem A. Netting Construct a barrier netting 25' x 150' along alley of both fields. This netting would protect an area from 10' to 35' high. B. Backstop Extension Construct an extension of the backstop to prevent deflection of any balls directly behind to either side of the batter. C. Cost of construction $9,000. Ii. Parking Problem A. Provide adequate parking in north lot of the park. B. Allow no parking in alley or any area south of the softball fields. C. Erect no parking signs in and around alley area. D. Cooperation requested from all participants. E. Strictly enforced. III. Pedestrian Traffic in Alley A. Allow "no warmup" in alley. B. City will provide designated area for warmups. C. Erect no warmup signs in and around alley area. D. Cooperation requested from all players -- strictly enforced. Minutes 1/31/83 Parks & Recreation Board Page 3 IV. Alcohol Consumption A. Prohibited by City Ordinance No. 172. B. Erect sign stating law. C. Cooperation requested from participants. D. Strictly enforced. V. Litter Problem A. Additional receptacles will be placed at strategic locations in heavy traffic areas. B. Increased maintenance after games by Parks Department. C. Cooperation requested from all participants. VI. League Play A. Scheduling for lights out. Games will be scheduled no later than 9:00 p.m. weeknights and 10:00 p.m. weekends. No games will start later than these times. B. Men will play a maximum of two nights per week days. Overflow games will utilize other facilities such as Jupiter Park. C. Games not played due to time limit of lights will be rescheduled as makeup games. VII. Tournament Play A. Scheduling will follow same rules as league play for lights out. B. Tournament hosts must be an Allen team -- exception: Umpires Association is allowed one per year. C. Only one tournament per month is allowed at Hillside Park. LI Minutes 1/31/83 Parks & Recreation Board Page 4 ! VIII. Improvement to be made to Hillside Park A. General clean up of entire area. B. Erosion/drainage control along alley. C. Paint/repair concession stand and storage building to upgrade appearance. D. Establish open and ongoing communication with residents/players and City of address problems as they arise. IX. Set Ground Rules A. Establish the set of rules for participants to follow as proposed in this outline and inform all players before softball season that these guidelines must be followed. This will be done by giving each coach/team a package of rules in which they must follow during their use of the park. III. Reed Park Dedication Mark Thornton informed the Board that it would cost about $125 per acre to seed areas on Reed Park. The Board recommended that the staff make judge- ment on which areas should be seeded if any. There being no further business MOTION: There was a motion made by Bob Outman, seconded by David Morgan to adjourn. Vote 5 for, 0 opposed.
