Min - Parks and Recreation Board - 1983 - 02/24 - RegularParks and Recreation Board Regular Called Meeting February 14, 1983 Allen Public Library Members Present: Ron Workman, Helen Johnson, Russ Bratcher, Bob Outman Members Absent: David Morgan I. Helen Johnson called the meeting to order at 7:30 p.m. II. Approval of Minutes. MOTION: There was a motion made by Russ Bratcher and seconded by Bob Outman that the minutes be accepted. Motion passed, 4 for, 0 opposed. III. Directors Report. Mark Thornton, Director of Parks and Recreation, informed the board of the following: A. Personnel Update. Thornton informed the board of the hiring of a part-time secretary and a part-time recreation supervisor. B. Hillside Update. Thornton discussed the schedule of events that is to take place in order to have both Jupiter and Hillside fields ready for the spring softball season. C. Volunteer Program. The board was informed on the various groups and individuals which have com- mitted time or service to the Parks and Recreation Department. 0 Minutes Parks and Recreation Board D. Recreation Programs. Thornton informed the board of the progress on the basketball season and on the upcom- ing events such as softball and the Parks and Recreation tournament. 2/24/83 Page 2 IV. Consider Request from ASA to Operate Concessions At All Baseball/Softball Games. Terry Nance, Vice -President of Concessions for ASA, came to the Park Board to request sole use of concessions during ASA and city games. After a lengthy discussion on the basics of their proposed services, the board decided to allow ASA to have concession rights during leagues and during tournaments (if hosts do not). MOTION: There was a motion made by Helen Johnson and seconded by Russ Bratcher to allow ASA to have concessions at all league games and at tournaments when the host chooses not to have concessions. Bob Outman amended the motion by stating that he would like an agreement to be developed between the City and ASA, seconded by Russ Bratcher. Russ Bratcher amended the motion to have the agreement completed by March 5, 1983, Helen Johnson second- ed. Vote on second amendment, 4 for 0 opposed. Vote on first amendment, 4 for 0 opposed. Vote on motion, 4 for 0 opposed. V. Review Update on Rowlett Creek Study. Motion: There was a motion made by Bob Outman, seconded by Russ Bratcher, to table this item. Vote held, 4 for, 0 opposed. VI. Reed Park Dedication. A tentative date was set for Reed Park Dedication. 1� Minutes Parks & Recreation Board 2/24/83 Page 3 MOTION: There was a motion made by Russ Bratcher and seconded by Bob Outman to set the date for April 16, 1983 or April 23, 1983 (if the 16th is rained out). Vote held, 4 for, 0 opposed. VII. Annual Report made by the Chairman of the Parks and Recreation Board to the Allen City Council. Ron Workman, Chairman, read and discussed his annual report to the board. There being no further business MOTION: There was a motion made by Russ Bratcher, seconded by Helen Johnson to adjourn.
