MEMBERS PRESENT• Don Proeschel, Chairman Mickey Christakos Clint Miller, Vice -Chairman Richard Saunders Gary Edstrom MEMBERS ABSENT• Helen Johnson, Secretary David Medina CITY STAFF PRESENT: Mark Thornton, Director of Parks and Recreation I. CALL TO ORDER Chairman Don Proeschel, called the meeting to order at 7:30 p.m. II. CONSENT AGENDA Approval of Minutes from February 10, 1986, Regular Called Meeting. MOTION: There was a motion made by Clint Miller and seconded by Mickey Christakos to approve the Minutes as noted. The motion carried, 5 for, 0 against. III. DIRECTOR'S REPORT A. Spring Activities Mark Thornton announced that 10 teams had signed up for the Spring Volleyball League, with games beginning Monday evening, March 17. Spring Softball games begin on March 31, and sign ups are currently underway. Games will be played at Hillside and Jupiter Ballfields. Director Thornton indicated that Ford Pool would open on May 24, 1986, and that he is currently pursuing sponsors for Grand Opening activities. 24 PAGE 2 PARKS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING MARCH 10, 1986 Thornton reported that the Summer Day Camp programs were currently in the planning stages and that there were plans to include a Kiddie Camp as well as a Fish Camp this year. H. Greenbelt/Linear Park Study Thornton reported that there was a Public Meeting scheduled for 7;30 p.m., March 11, 1986. At this time the consultant will present the Research and Analysis portion of the Study, plus indicate the direction they are going with the Study. This will present an opportunity for public input. C. Sesquicentennial Committee Thornton indicated that the Committee was continuing to meet on a regular basis, with ideas for fundraisers being discussed. The Gift Catalog is in the process of being printed and prepared, for distribution. Chairman Proeschel reported that there were three main fundraisers currently being planned. He indicated that sometime in June they were planning a Sesquicentennial Fair, with possible activities including rides, auction and/or rummage sale. July was selected for a City Picnic and Concert, with a Fun House being planned for October. IV. REVIEW CONSTRUCTION PROGRESS AT FORD PARK Thornton presented a slide show of the progress at Ford Park since the last Parks and Recreation Hoard Meeting. Construction is currently on schedule and Thornton indicated that the pool should be completed within six weeks time. Mickey Christakos questioned whether or not the staffing process had begun. Thornton indicated that applications were being accepted and that currently the Department had seven applications for the seven positions. Staffing should be completed by late March, or early April. 25 1 PAGE 3 PARKS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING MARCH 10, 1986 Chairman Proeschel questioned the feasibility of maintaining the pool operation through September or October. Thornton indicated that once school began in the fall, it would not be financially sound to continue maintenance and chemical levels in the pool with the drop in attendance. Clint Miller questioned the offering of swimming lessons. Thornton reported that we would be offering Red Cross Swimming Classes at the pool along with possible swim team activities, adult swim times, and toddler and parent programs. REVIEW AND DISCUSS EXAMPLE POLICY MANUALS Thornton requested the Board Members to review specifically the Table of Contents in each of the examples presented from other cities, to gain a basic format understanding of what Allen needs to have. Clint Miller questioned if the department would have an interim policy regarding operations of the pool ready by opening day. Thornton indicated that there would definitely be interim guidelines presented to the Board prior to the opening of Ford Pool. VI. OTHER BUSINESS Director Thornton announced that Senator Benson had contacted the Allen American with an announcement of a federal grant of $957,313 for the City of Allen. Specifically, the remainder of the funding for Ford Park. Thornton indicated that with the funding being made available now, Ford Park could be completed by the end of 1986. Gary Edstrom indicated the concern of residents in the Rolling Hills Park neighborhood over the steep drop off area in that park and the safety of small children. Thornton indicated that landscape barriers would be installed this week to deter access to the area in question. He also indicated that the drainage ditch area causing concern was under the State Highway jurisdiction and could therefore not be altered by the City. 26 1-1 r: PAGE 4 PARKS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING MARCH 10, 1986 VII.
