MEMBERS PRESENT: Don Proeschel, Chairman Helen Johnson, Secretary Richard Saunders Mickey Christakos Gary Edstrom MEMBERS ABSENT• Clint Miller CITY STAFF PRESENT: Mark Thornton, Director of Parks and Recreation I. CALL TO ORDER Chairman Don Proeschel called the meeting to order at 7:45 p.m. II. CONSENT AGENDA Approval of Minutes from July 14, 1986, Regular Called Meeting MOTION: Helen Johnson made a motion to approve the Minutes from July 14, 1986, Regular Called Meeting, as corrected. Mickey Christakos seconded and the motion carried, 6 for, 0 against. III. DIRECTOR'S REPORT A. Ford Park - Phase II Thornton briefly reviewed the process for approval on Ford Park, Phase II. He again recommended that everything required by the grant be included in the main bid, with extras added as alternate items. 50 PAGE 2 PARKS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING AUGUST 11, 1986 B. Summer Recreation Thornton reported that the last session of Day Camp was cancelled, with the few signed up for that session either transferred to Session III or refunded. Fish Camp ended this past week, and Open Gym will be held until September 1, 1986. Swim Classes due to conclude August 29, 1986. Richard Saunders asked about the evenings which Open Gym were available, and Thornton indicated that Monday thru Thursday it would be available. C. Main Street Thornton indicated that the irrigation contracts were signed and should be finished by October 1, 1986. He indicated that there were problems associated with putting irrigation where already paved. Meeting set for 11:00 a.m., August 12, 1986, with all contractors involved with Main Street to correct the problems. Gary Edstrom inquired as to the kind of trees to be used in landscaping Main Street. Thornton reported they would be Red Oaks. D. Greenbelt Study Thornton reported that there was a Greenbelt Linear Park Study Steering Committee meeting scheduled for August 19, 1986, 7:30 p.m., at City Hall. Thornton indicated the materials would go out to the Steering Committee for review this week prior to their scheduled meeting. He indicated Halff and Associates had submitted recommendations much more detailed than previously submitted. IV. REVIEW AND CONSIDER ACTION REGARDING SUPPORT FOR THE TEXAS LOCAL PARKS AND RECREATION FUND. Thornton presented a packet of information from the TRAPS Legislative Committee for Region 5, which includes Dallas and its suburbs, as well as East Texas. 51 PAGE 3 PARRS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING AUGUST 11, 1486 He also gave a brief description of the history of the Local Parks and Recreation Fund. He urged the Board to contact the legislative members who might be influential in keeping the fund intact during this Special Session of Legislature currently in progress in Austin. He indicated that the current Grant Application to Texas Parks and Wildlife Department could be in jeopardy due to severe cuts in all areas of state government. Thornton indicated the packet contains lists of committees as candidates to contact regarding opinions as a Parks and Recreation Board Member of the City of Allen. A Resolution was presented to the Parks and Recreation Board for their review. MOTION. Helen Johnson moved to approve the Resolution as presented, Mickey Christakos seconded the motion and it carried, 5 for, 0 against. V. OTHER BUSINESS Budget Report Thornton reviewed the budget process that occured this past weekend at the Annual Budget Retreat for the City of Allen. He reported that his department has been recommended for a 258 increase in budget for the upcoming fiscal year. Most of the increase will be directed toward maintenance. Thornton also indicated he would be working on a classification system for park maintenance. That system will be presented to the Parks and Recreation Board for their recommendation to City Council. Thornton also recommended in his proposed budget that the funding be made available for Parks and Recreation Board Members to become Texas Recreation and Parks Society members. Thornton indicated that the state organization was better for our needs than the National Recreation and Park Association, and that they also had a very active Boards and Commissions Branch. 52 PAGE 4 PARRS AND RECREATION HOARD MINUTES - REGULAR CALLED MEETING AUGUST 11, 1986 VI.
