Min - Parks and Recreation Board - 1986 - 09/29 - Special CalledMINUTES PARKS AND RECREATION BOARD SPECIAL CALLED MEETING SEPTEMBER 29, 1986 - 7:30 P.M. MEMBERS PRESENT• Don Proeschel, Chairman Helen Johnson, Secretary Richard Saunders Mickey Christakos Gary Edstrom MEMBERS ABSENT: Clint Miller, Vice Chairman CITY STAFF PRESENT: Mark Thornton, Director of Parks and Recreation I. CALL TO ORDER Chairman Don Proeschel called the meeting to order E at 7:40 p.m. II. CONSENT AGENDA Approval of Minutes from August 11, 1986, Regular Called Meeting MOTION: Mickey Christakos made a motion to approve the Minutes from August 11, 1986, Regular Called Meeting, Helen Johnson seconded and the motion carried, 4 for, 0 against. III. DIRECTOR'S REPORT A. Ford Park - Phase II Thornton reported that the specifications were back from Texas Parks and Wildlife Department with a couple of notations and approval. Thornton indicated that there was $550,000 available for Phase II construction. Market conditions are in the City's favor at the present time for a lower bid than might be received when building is at a higher level. Specifications will go to Council on October 2, 1986, to be approved for bidding. 54 PAGE 2 PARRS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING SEPTEMBER 29, 1986 Thornton indicated that the bid opening should occur around the end of October, with the bid awarded during the first week of November, construction to begin the 3rd week in November. Chairman Proeschel inquired if we could go to Council to request additional funding should the available funding not be sufficent to cover construction expenses. Mark Thornton indicated that there had been $1,000,000 in the bank drawing interest for one year. That interest is being put into a seperate account and should be made available if needed. B. Main Street Project Director Thornton reported that the contractor for the landscaping portion of Main Street was waiting for the paving contractor to finish his portion of the concrete work before they went ahead. Thornton indicated that the whole project was behind schedule and in reality, Dallas Landscape could finish their portion in two weeks if they worked full crews on a regular basis. C. Report on Swimming Pool Finals Thornton reported the following final numbers on Ford Swimming Pool for the summer of 1986: Total Participation - 40,319 (433.5 average per day) includes parties, open swim, swim lessons, and concessions Total Revenue - $42,821.34 (includes parties, open swim, swim lessons, and concessions Cost for Operations - $42,892.68 (includes utilities, personnel, chemicals, supplies 55 C C PAGE 3 PARRS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING SEPTEMBER 29, 1986 Thornton reported the revenue brought in on the vending machines installed at Ford Pool and indicated the City would be pursuing other avenues of operation that would possibly be in the City's best interest to receive a larger share of the market. IV. REVIEW AND CONSIDER ACTION ON THE GREENBELT/LINEAR PARK STUDY Director Thornton presented the Board members with a list of comments and statements from the Planning and Zoning Commission, forwarded to the Parks and Recreation Board for their review. Thornton reviewed the list of comments with Board members, explaining certain areas and answering questions posed by the Board. He also told the Board that the chapter on implementation was not included in these statements. MOTION: Richard Saunders made a motion to accept the recommendation from the Steering Committee, also including Implementation Procedures presented by Albert Halff and Associates on September 22, 1986. Also, the Board recommends that Council review Planning and Zoning comments and make additions accordingly. Mickey Christakos seconded, and the motion carried 4 for, 0 against. REPORT BY CHAIRMAN DON PROESCHEL ON THE COLLIN COUNTY OPEN SPACE BOARD Chairman Proeschel presented brochures to the Parks and Recreation Board Members, along with the rules of the Open Space Board, describing how they were organized and what they do. He also provided Committee Assignments, indicating that the names coincide with the topics on the brochure. Proeschel reported that he was heading the "Trails Committee" and was recruiting others to serve on various committees. Proeschel invited the Board members to review the information and if interested, to call him regarding their willingness to serve on any of the committees described in the hand outs. 56 PAGE 4 PARKS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING SEPTEMBER 29, 1986 VI. ITEMS OF INTEREST Thornton passed out brochures regarding the TRAPS Region 5 6 6 Workshop to held in Longview, Texas, October 2, 1986. He invited any or all of the Board Members interested in attending to let him know and arrangements could be made for transportation to and from the workshop. Director Mark Thornton presented the Board members with a copy of a resolution for their review and a copy of the same is attached to these minutes. MOTION: Mickey Christakos made a motion to accept the resolution as presented. Richard Saunders seconded, and the motion carried 5 for, 0 against. Thornton announced that immediately following the meeting, a reception would be held honoring Board member Helen Johnson for her years of support and dedication to the Parks and Recreation Board. Helen will be retiring from the Board effective tonight, September 29, 1986. VII. ADJOURN There being no further business, the meeting was adjourned.
