MEMBERS PRESENT: Don Proeschel, Chairman Clint Miller, Vice Chairman Ray Lewis Gary Edstrom Richard Saunders MEMBERS ABSENT: Mickey Christakos Carol Laakso CITY STAFF PRESENT: Mark Thornton, Director of Parks and Recreation I. CALL TO ORDER Chairman Don Proeschel called the meeting to order at 7:40 p.m. II. CONSENT AGENDA Approval of Minutes from September 29, 1986, Special Called Meeting MOTION: Gary Edstrom made a motion to approve the Minutes from September 29, 1986, Special Called Meeting, Clint Miller seconded and the motion carried, 5 for, 0 against. III. ELECTION OF OFFICERS A. Chairman Don Proeschel was nominated for the office of Chairman. B. Vice -Chairman Clint Miller was nominated for the office of Vice -Chairman. 1 C. IV. DIRECTOR'S REPORT A. Ford Park - Phase II Director Mark Thornton reported that the consulting firm of Schrickel and Rollins was handling the distribution of bid specifications and to date they had given out 6 copies to prospective bidders. The bid opening will be held on October 31, 1986, at 2:00 p.m. in the Council Chambers of the Municipal Annex. Thornton indicated that construction should begin by December 1, 1986, with six months for construction. The construction should be completed by May 1, 1987, which would provide for timely application of the hydro - mulch. The engineers have projected a cost of between $500,000 and $800,000, depending on the market conditions at the time of bidding. B. Main Street Project Thornton reported that the lights, trees, pavers, and sprinkler systems would be completed by October 17, 1986. The power may not be to the lights at time of installation, but the conduit is in place for the power lines and should follow soon there after. V. DISCUSS UPCOMING CHAIRMAN'S ANNUAL REPORT TO THE CITY COUNCIL Chairman Don Proeschel presented the Board members with a list of areas he identified to include in the Annual Chairman's Report to the City Council. Included in the list were the following: Greenbelt/Linear Park Study Level of Participation in City -Sponsored Athletics Policy and Procedures Manual Senior Citizens' Activities Teen Recreation Center/Activities Ford Park Pool and Phase I Ford Park Phase II Explorer Post Wo PAGE 3 PARKS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING OCTOBER 13, 1986 Main Street Project Sesquicentennial Park Collin County open Space Plan Coordination with YMCA and ASA on Athletic Policy Summer Programs Parks and Recreation Annual Budget Proposed Acquisition of Texins Rod and Gun Club Chairman Proeschel indicated that this report would be made at the first City Council meeting in the month of November. Clint Miller inquired about the Policies and Procedures Manual and Thornton indicated that work should progress on the manual during November and December of this year. Richard Saunders asked about the status of the grant application to Texas Parks and Wildlife for the purchase of the Texins Rod and Gun Club. Thornton reported that a representative of the Texas Parks and Wildlife Department had been in Allen two weeks ago to do an on-site visit. The grant application required some minor clarifications, which were made and then submitted. Thornton indicated that the City would hear about approval or denial in December, January, or February. Clint Miller asked about the Sesqucentennial Park and the funding on it. Thornton indicated that $6,000 would build the pavers and thereby identify the layout of the park. Chairman Proeschel reported that he had preliminary contacts with developers regarding the funding of the Park site, but wanted to wait until Main Street Project was further along before pursuing the leads further. Thornton reported that the Greenbelt Study was approved and adopted as part of the Comprehensive Plan at the last City Council Meeting held on October 2, 1986. 51 PAGE 4 PARKS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING OCTOBER 13, 1986 0460F.
