MEMBERS PRESENT: Don Proeschel, Chairman Mickey Christakos, Secretary Richard Saunders Ray Lewis Carol Laakso MEMBERS ABSENT: Clint Miller Gary Edstrom CITY STAFF PRESENT: Mark Thornton, Director of Parks and Recreation I. CALL TO ORDER Chairman, Don Proeschel called the meeting to order at j 7:45 p.m. II. CONSENT AGENDA Approval of Minutes from March 23, 1987, Regular Called Meeting. MOTION: Ray Lewis moved to approve the Minutes as presented from March 23, 1987, Regular Called Meeting. Mickey Christakos seconded and the motion carried, 5 for, 0 against. III. DIRECTOR'S REPORT A. Upcoming Summer Activities Director Mark Thornton reviewed the upcoming summer programs with the Board. Those include the Day Camp Program, Fish Camp, Counselor in Training Program (C.I.T.), and the Learn to Swim Program. Thornton indicated that this year we would have the City of Allen Swim Team (C.O.A.S.T.) Program going and have scheduled an organizational meeting for May 23, 1987, 10:00 a.m., at Ford Pool. Rod and Gun Club Project Thornton indicated that he had received the soil analysis back and reported that some areas were classified as "hazardous" areas, requiring clean up, while other areas were classified as "Class 1" - non -hazardous areas. The next step is to determine the cost of clean- up operations, and procedures to follow. He indicated that we should have information fairly soon to begin negotiations with the Texins Association. C. Update on Main Street Phase II and III Thornton reported that the City Council had authorized the contract with SWA of Houston to do the design and engineering of the landscaping portion for Phases II and III. This portion of the project will not include the lighting, just irrigation, turf, and shrubs. IV. REVIEW ADDITIONAL CHAPTERS OF THE POLICY AND PROCEDURES MANUAL. While no additional chapters were presented at this meeting, Thornton discussed additional policies with the Board, and sought direction from the Board for development of upcoming chapters. Primarily, involving policies for the department which would greatly affect the use of facilities by those other than Allen residents. The Board made several comments and gave direction to Thornton to pursue policies which were in the best interest of Allen residents. OTHER BUSINESS Chairman Don Proeschel reported that he and Director Thornton were invited to speak at the League of Women Voters Meeting. Final date has not been determined, but the topic would be "Comprehensive Planning for Allen and How it Relates to the Future of Allen and Collin County."
