Don Proeschel, Chairman Ray Lewis Helen Johnson, Secretary Richard Saunders Tom Clark Carol Laakso CITY STAFF PRESENT Mark Thornton, Director of Parks and Recreation I. CALL TO ORDER ■ Chairman, Don Proeschel called the meeting to order at 7:30 L p.m. II. APPROVAL OF MINUTES FROM APRIL 11, 1988, REGULAR CALLED MEETING MOTION: Helen Johnson moved to accept the Minutes from April 11, 1988, Regular Called Meeting, as presented. Ray Lewis seconded and the motion carried 4 for, 0 against. III. DIRECTOR`S REPORT A. Cottonwood Bend Park Thornton informed the Board that construction would begin very soon. He indicated that SVA Concrete of Allen was the sole bidder on this project, and that re - advertising for bids was considered, but due to the fact that SVA had been the low bidder on several City projects, and his performance was excellent, it was determined that a recommendation to City Council to accept the SVA Concrete bid. Thornton then presented a site plan for the park to the Board for their information. 33 PAGE 2 MINUTES - PARKS AND RECREATION BOARD 1 MAY 23, 1988 B. Story Park Thornton reported that Story Park was nearing completion, with a final walk-through on the irrigation due this week. The grass would be seeded within the week - pending the completion of the irrigation system. C. Summer Programs Thornton presented a copy of the summer brochure "Summer Times" to each Board member and indicated that it had been prepared in-house by Ed Voss on the MacIntosh, with the assistance of his wife, Cindy Voss who spent her weekend time in the preparation of this publication. The Parks and Recreation Board extended their appreciation to Cindy for her contributions to this effort. IV. DISCUSS UPCOMING PLANS FOR PARR DEDICATIONS A. Ford Park Thornton reviewed the schedule of activities planned for the dedication ceremony at Ford Park as they are outlined in the summer brochure. He also confirmed that the 1st Cavalry Band from Ft. Hood, Texas would be playing for the event. Thornton encouraged all Board members to come, bring their families, and enjoy the day, B. Story Park and Cottonwood Bend Park Thornton reviewed the proposed schedule of Park Dedication ceremonies for Story and Cottonwood Bend Park sites. Story will be dedicated in July, with Cottonwood Bend being dedicated in August. Thornton added that if the Board did not want the name "Cottonwood Bend" the Board could change it. He also stated that the City Manager requested members of the Parks and Recreation Board and the Library Board to get together and develop a policy to name municipal facilities. Ray Lewis, Helen Johnson, and Richard Saunders volunteered to work on this committee. Thornton indicated that McCarty also wanted the 34 PAGE 3 MINUTES - PARKS AND RECREATION BOARD MAY 23, 1988 committee to recommend a name for the Plaza at the Police and Courts Building and Library Building. V. REVIEW AND CONSIDER RECOM ENDATIONS REGARDING CHANGES IN PROPOSED FEES AND CHARGES POLICY VI. Chairman Don Proeschel indicated that the Director requested a postponement on this item. The Board agreed. Chairman Proeschel reported on Collin County Open Space Board that $29.6 million would go to the voters on August 27. A campaign was underway called "Open space 188" which held scheduled meetings. Any Board members wishing to become involved can attend the meetings or call Don.
