CALL TO ORDER Chairman, Don Proeschel called the meeting to order at 7:35 p.m. II. APPROVAL OF MINUTES FROM REGULAR CALLED FETING ON SEPTEMBER 12, 1988 MOTION: Tom Clark moved to accept the Minutes from September 12, Regular Called Meeting as read, Ray Lewis seconded, and the motion carried 4 for, 0 against. III. DIRECTOR'S REPORT A. He also indicated that 68 people had participated in the C.O.A.S.T. program, and felt the need of older children may have been met through that avenue rather than the advanced swim lessons offered, which had a very low interest level. Tom Clark requested that the prior months minutes be changed to reflect the fact that one more deposit had been made to the Concessions Revenue Account, boosting that number from $1,150.75 to $1,515.00. B. Update on Fall Recreation Programs, Update on Open Gym Operation Jon McCarty brought the Park Board up to date on 62 PAGE 3 a MINUTES - PARKS AND RECREATION BOARD OCTOBER 10, 1988 the fall recreational programs with the following statistics and information: Softball: 42 teams participating Regular season ends by October 18 for Fall Softball Leagues Of the Post Season Tournaments offered, the Church Tournament did not make, but Open and Co-Rec Tournaments appear to have a high interest level by area teams. Volleyball: 10 Teams in Competitive League Recreation League did not make due to low interest level Regular Season began Monday October 3, at Story Gym. Fee was $95/team, +$2.00 User Fee for each person on the Roster. Open Gym Program• First five days of operation say 148 people participate in the Open Gym Program. Staff expects participation levels to rise as word circulates as to the program. The lack of advance advertisement for the program was blamed in part for the relatively low level of participation. Chairman Don Proeschel, indicated his pleasure that the program had been implemented, but also expressed a desire for a concentrated advertising effort by staff regarding the program. Staff will follow-up with notification to several agencies. Jon expressed his concern over the winter program hours being inconsistent due to the adult basketball league schedule, as well as the Allen Sports Association Basketball Program, both of which will have to use Reed Gym since it is the only available facility with a wooden gym floor. 63 PAGE 4 MINUTES - PARKS AND RECREATION BOARD OCTOBER 10, 1988 Following a lengthy discussion as to ways to continue to provide more Open Gym Hours during the winter, it was determined that next year the addition of Max Vaughn Gym would alleviate the problem to a degree, but that shortages in gym space with wooden floors would still exist. Dan Easter expressed his concern that the Gym Program be open on Sundays, particularly during the winter months, and Chairman Don Proeschel indicated that Sandy McGowan, Special Activities Coordinator had an extensive background in recreation center management and that originally the programs intent was that she would work some weekends as well as act as back-up for Ed Voss regarding the Open Gym. Update on Youth Leagues Allen Sports Assoc. Football - 151 Allen Sports Assoc. Soccer - 396 Allen YMCA - 77 Winter Basketball Leagues Registration October 31 - November 4 Fee - $190/team, plus $2 User Fee Season Begins November 17 at Reed Gym Coaches Meeting November 10, Reed Gym League will end no later than February 9 Update on Country Fair Jon shared a memo with the Park Board which detailed the departmental staff involvement in the Country Fair. He indicated that reports had been very favorable regarding the location of the fair and overall success. Tom Clark indicated that the Fair had been profitable for the Jaycees and should cover about 90% of the Christmas Parade expenses. Update on Special Use Facility Jon reported that negotiations regarding the Toxin's Rod & Gun Club were still active and that he had met this past Friday in Austin with representatives of the Texas Water Commission, Texas Department of Health, Toxin's Association, 64 PAGE 5 MINUTES - PARKS AND RECREATION BOARD OCTOBER 10, 1988 Environmental Engineers from Texas Instruments, Consultants for the Toxin's Association, as well as a representative from A.T.I. Environmental Services, Inc. As of this evening he had spoken with Richard Brown of the Texin's Association, and discussed several alternatives open to the Toxin's Association regarding the lead clean-up on the property. Jon shared several of these alternatives with the Park Board Members, but indicated that nothing was finalized at this point, but would keep the Board updated as he had information for them. Status of Concessions at Ford Park Jon handed out a memo from Ed Voss regarding the current status of the Concessionaire at Ford Park. Following a brief discussion, the following Motion was made: MP MOTION: Tom Clark made a motion to recommend the following to City Council: 1. Review the current contract and enact changes in its wording to reflect experiences staff has had in dealing with the current concessionaire. 2. Pursue all legal means to recoup payments from the concessionaire due to the City. 3. Take proposals for a new concessions contract. Ray Lewis seconded, and the motion carried 6 for, 0 against. IV. DISCUSS CHAIRMAN'S ANNUAL REPORT TO CITY COUNCIL Chairman Don Proeschel handed out a list of items he had compiled to be included in the Chairman's Annual Report to City Council for Board review. He indicated that he would have a complete report available at the Parks and Recreation Board Meeting scheduled for November 19, and would be available to present his report at the second November City Council Meeting. 65 PAGE 6 MINUTES - PARKS AND RECREATION BOARD OCTOBER 10, 1988 V. OTHER BUSINESS Don Proeschel shared a brochure of Trinity Trail hiking and equestrian facility on Lake Lavon. He indicated that $20,000 of Collin County Bond money was spent on this project, and invited all Board members to visit the facility. Ray Lewis indicated that some of the benches on the McDermott Soccer Field need to be checked for safety in respect to the loose back boards. VI.
