MEMBERS PRESENT Don Proeschel, Chairman Richard Saunders, Vice -Chairman Helen Johnson, Secretary Rick Allen Tom Clark MEMBERS ABSENT Dan Easter CITY STAFF PRESENT Rhoda Savage, Director of Parks and Recreation Sandy McGowan, Special Activities Coordinator I. CALL TO ORDER Chairman Proeschel called the meeting to order at 7:50 p.m. II. APPROVAL OF MINUTES Approval of Minutes from meeting of April 17, 1989 MOTION: Tom Clark moved to accept the Minutes from April 17, 1989, as presented. Rick Allen seconded and the motion carried 5 for, 0 against. III. DIRECTOR'S REPORT A. Summer Program Registration L PAGE 2 MINUTES - PARKS AND RECREATION BOARD MAY 8. 1989 Sandy McGowan reviewed the summer department plans with Board Members and reported on registration strategy at Reed Cafeteria, between 10 and 2 pm on May 13 and 20. A copy of the "Summertimes" program brochure was handed out to each Board member and programs reviewed. Cottonwood Bend Dedication Director Savage reported that the Cottonwood Bend Park Dedication would be held at 10 a.m., May 27, 1989. She indicated that announcement of this planned event would be in the Allen American, by printed invitations, and door to door flyers in the Cottonwood Bend Housing Addition. It was suggested that the P.T.A. Newsletter for Boyd Elementary School would be an effective means to notify parents and residents of the dedication ceremony. Open Gym Update Board Members were provided with an Open Gym Update by Ed Voss, Program Coordinator. The following collective data on a month -by -month basis was provided: April Statistics: 14 days of operation (48 hours) 68 participants per day of operation 19 participants per hour of operation March Statistics: 2 days of operation (8 hours) 111 participants per day of operation 27 participants per hour of operation February Statistics: 3 days of operation (12 hours) 123 participants per day of operation 31 participants per hour of operation Budget Report Director Rhoda Savage reported that the City Manager had asked each department to reduce expenditures for fiscal year 1988-89 by 5%. indicated that for the Parks and Recreation Department, the most likely area would be in their Rhoda the PAGE 3 MINUTES - PARKS AND RECREATION BOARD MAY 8, 1989 salary portion of her budget due to the Director position vacancy for 3 months of this fiscal year. She also reported that rather than filling two full-time permanent positions, these positions were filled with seasonal, temporary workers, and would be offered to the two best seasonal workers in late fall. Special Use Facility Rhoda reported that names of various law firms had been forwarded to the office of the City Manager for him to finalize arrangements with an attorney. The Texins Association is anxious to finalize their contract with the clean up agency. The Director will be planning a trip to Austin to meet personally with the Department of Parks and Wildlife, and will be requesting a time extension on the City of Allen grant. Rhoda briefly reviewed the process of developing a "Request for Proposal", review, and processing data through the Development Sub -Committee and Park Board. Helen Johnson suggested the Senior Advanced Placement Biology students from Allen High School be asked for written or oral proposals for the use of this land. She indicated there was a strong interest among these top biology students regarding land use and felt it might be beneficial for the students as well as interesting for the Board to hear their thoughts and opinions on this piece of property. Helen will invite the students to present information at the next scheduled Park Board Meeting which would be June 12, 1989. Athletic Camps The Director reported that the University Interscholastic League had rescinded their ruling of last year which prevented coaches from local schools hosting athletic camps in their school district. The local result of this reversal is that the coaches from AISD will be hosting their own athletic camps, (with the exception of the Football Camp) thereby providing considerable competition for the planned Parks and Recreation athletic programming for children. Coaches Joe Barnett and Joe Gray will be hosting the Departmental Football Camp for the City, thereby lowering the cost of the program due to lowered equipment costs. Board Members were provided a copy of the press release announcing the coaching staff of the Football Camp along with an announcement of the Baseball Clinic, currently operating at Ford Park. Board Appointments Board Members were provided with a schedule for the appointment of a Board member to replace Ray Lewis in Place 1 on the Parks and Recreation Board. Based on this calendar, the appointment should be made on June 15, thereby having a Board Member in place by the July Parks and Recreation Board meeting. Board Members were also provided with an announcement placed in the Allen American regarding vacancies on various City Boards and Commissions. Information packets on all boards and commissions are available at City Hall. ASA Soccer Tournament Rhoda Savage reported that due to a lack of team sign-ups, the Allen Sports Association Soccer Tournament scheduled for later this month had been cancelled. Director Savage reported having polled the Cities of Irving, Richardson, Plano and McKinney as to their interest in viewing the NRPA Video Teleconference. There is apparently no interest from surrounding communities, and therefore the Board requested investigating the possibility of obtaining a video cassette of this presentation. V. REVIEW AND RECOMMENDATION OF MAINTENANCE STANDARDS Revised copies of the Maintenance Standards were provided to Board members for their review. It was determined that Board members wanted more time to review these and make a recommendation at the next scheduled Park Board meeting. PAGE 5 MINUTES - PARKS AND RECREATION BOARD a MAY 8, 1989 VII. Sandy McGowan provided the Board members with information on a new vending machine company who will service Ford Pool this summer. Allen Striding Eagles Track Team concerns were expressed regarding that program coming under the Parks and Recreation Department, funding, coaching, and staffing were discussed and determined that further information would be obtained for review. Sandy announced that the Allen Senior Citizens will be making a trip to Palo Duro Canyon, as well as the Mesquite Rodeo. VII.
