ME?IDERS PRESENT Don Proeschel, Chairman Richard Saunders, Vice -Chairman Ray Galloway Rick Allen Tom Clark MEMBERS ABSENT Helen Johnson, Secretary Dan Easter CITY STAFF PRESENT Rhoda Savage, Director of Parks and Recreation Sandy McGowan, Special Activities Coordinator I. CALL TO ORDER Chairman Don Proeschel called the meeting to order at 7:40 p.m. II. APPROVAL OF MINUTES Approval of Minutes from meeting of June 12, 1989 MOTION: Tom Clark moved to accept the Minutes from June 12, 1989, Regular Meeting as written. Rick Allen seconded, and the motion carried 5 for, 0 against. III. DIRECTOR'S REPORT The Director's Report was presented in a video format after the Board agreed it was an excellent medium for sharing monthly activities. A. Introduction of Ray Galloway, Place 1 PAGE 2 MINUTES - PARKS AND RECREATION BOARD JULY 10, 1989 Rhoda Savage introduced Ray Galloway to the Park Board, and reported that he was employed by the City of Plano in the Parks and Recreation Department as the Athletic Superintendent. He is currently involved in studying for his doctorate degree at East Texas State University, and has lived in Allen for five years. IV. Overview of City of Allen Parks Rhoda presented a video review of most of the parks currently developed within the City of Allen, noting acreage and facilities at those sites. Locations represented in the video were: Greenbelt Area across from Vaughan Elementary, Bethany Medians, Ford Park, Jupiter Park, Hillside Park, Hillside Playground, Story Park, Reed Park, Walden Park and Rolling Hills Park. Rhoda indicated that the City of Allen Parks and Recreation Department maintains 124 acres of developed park land. She indicated that at the next Park Board Meeting, she would be presenting areas currently being maintained, but that are undeveloped, or not park land. Summer Recreation Program Update Sandy McGowan presented a video review of some of the summer programs currently underway in the City of Allen. Those areas represented were Day Camp (at Raintree Estates), Basketball Camp (at Reed Elementary Gymnasium), Learn to Swim Program (326 students currently enrolled for the summer), and Tennis Camp (coordinated by Sam Elliott). Michael Stanger, President, Allen Jaycees came before the Board requesting the co-sponsorship of the Allen Country Fair. Michael presented a review of the program last year, which was the first time the event had been co-sponsored by the Allen Parks and Recreation Department. He also presented a brief history of the Allen Country Fair being coordinated by the Chamber of Commerce, Allen Jaycees, and the co-sponsorship with the Parks and Recreation Department. Mr. Stanger PAGE 3 MINUTES - PARKS AND RECREATION BOARD JULY 10, 1989 indicated that last years fair had approximately 8,000- 10,000 people attend. He indicated that if he received the approval of the Board, he would then proceed to City Council for final approval. The date for this years fair has been set for September 9, 1989, and Michael reminded the Board that the co-sponsorship of the fair would allow the Jaycees to hold the event in Ford Park, and invite vendors in to sell their products. MOTION: Tom Clark made a motion to recommend the Allen City Council approve the co-sponsorship of the Allen Country Fair with the Jaycees and the Parks and Recreation Department. Richard Saunders seconded, and the motion carried 5 for, 0 against. V. LAND ACQUISITION FUNDING Rhoda reported that the Parks and Recreation Department currently has $3,000 in Capital Outlay Funds available to be spent in local parks. She presented a list of ideas and ask for Board input. The following is a listing of possibilities: Wildflower Seeds Backstops (Story) Kiosk Soccer Goals Volleyball Sand Pit Water Fountains Dugout Covers Grills Public Address System Volleyball Posts Signs (entry/park rules) The Board will put this list in their priority order and bring it back to the August Board meeting at which time, Rhoda will research the cost of the top items. VI. COST FOR STRATEGIC LEADERSHIP TAPES Rhoda reported that the NRPA Member Cities will be charged 190 to purchase the Strategic Leadership Tapes. These tapes provide five hours of training, and will be delivered in 4-6 weeks. The Board decided to wait for the arrival of the tapes before setting a Saturday date for a workshop training session. * ` PAGE 4 ,'(■ii., MINUTES - PARKS AND RECREATION BOARD JULY 10, 1989 VII. OTHER BUSINESS An update was presented on the Track and Field Program formerly known as the Striding Eagles Track Team, and reported that the Allen Sports Association felt the City could best meet the needs of this program, and therefore would not be taking over programming of this activity. Following the determination that this program could be operated similar to the COAST Program, it was determined that the City would propose offering this program as a summer track program around the first of next year. Sandy McGowan presented a brief review of her trip to Amarillo and Palo Duro Canyon with the Senior Citizens. She also reviewed a portion of the video tape she recorded while on this trip. Rhoda announced that July 29th had been set aside for a Run, Walk, Bike, and Swim program. Fee for the program will be III which will include a t -shirt and barbecue dinner. VIII.
