CALL TO ORDER Chair Jim Waldbauer called the meeting to order at 7:02 p.m. H. QUESTIONS ON CURRENT AGENDA Page 2 Parks and Recreation Board Meeting January 10, 2000 No questions were brought forward at this time. III. OPEN FORUM The Board took this opportunity to welcome Lisa Anderson to the Parks and Recreation Department following her introduction by Larry Kirk. Lisa comes to the City of Allen from Kilgore Junior College, as the Director of Student Life. As Special Activities Coordinator, Lisa will be responsible for Allen USA programming, as well as all special events for the Parks and Recreation Department. Lisa will also be assisting with the Allen Senior Citizens programming over the next six months, until a full-time person can be hired for this position. Don Horton reported that Sandy McGowan will be staying on as a part- time employee for the months of January and February to train Lisa and assist with Allen USA entertainment bookings. Don indicated that corporate sponsorship packets are currently being prepared, and that Dickey's barbecue has agreed to provide the VIP dinner as a sponsor of this event. A brief discussion was held on Reed Park amenities, and the Allen American letter that was published Sunday, January 9, 2000. REGULAR MEETING - 7:30 P.M. IV. APPROVE MINUTES FROM DECEMBER 13, 1999, REGULAR CALLED MEETING MOTION: Kevin Pierce moved to accept the Minutes from December 13, 1999, Regular Called Meeting as amended. Cheri Jones seconded, and the Motion carried 6 for, 0 against. V. CITIZENS COMMENTS No Citizens were present to comment at this time. VI. PLANNING PROCESS FOR NEIGHBORHOOD PARKS David Baldwin, Architect was present to review the process for the design of Glendover Park, Bethany Ridge Park and Twin Creeks Park. Page 3 Parks and Recreation Board Meeting January 10, 2000 LDon Horton indicated that they will be utilizing public input from the residents, and that they would be offered an opportunity to review two to three concept plans of the facilities. Based on the input received from those plans, a draft Master Plan would be put together by the David Baldwin staff, and the residents would be invited to a second public meeting to offer input and ideas. Following that meeting, a Final Master Plan will be taken to City Council for approval. These public meetings will be advertised through neighborhood association newsletters (if available), on the City of Allen cablevision channel, on the City of Allen website, as well as with door -hangars on the individual homes. Vicki Wester seconded, and the Motion carried 6 for, 0 against. VII. INTRODUCTION OF ORDINANCE AMENDING CHAPTER 11, GOVERNING PARRS AND RECREATION Don Horton presented a brief background on the need to update the r Parks and Recreation information contained in this Ordinance. Don E . indicated that following a conversation with City Attorney, Peter Smith Lregarding some needed changes it was determined that the entire Page 4 Parks and Recreation Board Meeting January 10, 2000 Ordinance be re -written and "cleaned up" The Board was provided a copy of this drafted revision in their packet, and Don called for an ad- hoc committee to work on the ordinance, gather information from other Board members and staff, then resubmit for the Boards approval. Cheri Jones and Kevin Pierce volunteered to serve on this committee, and it was suggested that electronic mail might be good tool for sharing ideas and receiving comments from the Board members. VIII. DISCUSSION ON PARKS AND RECREATION BOARD STRATEGIC PLAN Jim Waldbauer presented a three year work plan to the Board. The purpose of the plan is to assist the Board in focusing, strategizing and long-term thinking. The Board revised the Mission Statement in Jim's draft to read: "We will represent the citizens of Allen in an advisory role to the City Council and staff concerning park and recreation issues and, be a knowledgeable, active Board providing the citizens with high-quality, safe, active and leisure recreational programs that enhance the quality of life." Further discussion followed on the goals and objectives. Board members are asked to bring more feedback to the next meeting on the topic. IX. ITEMS OF INTEREST Don Horton distributed an addendum to the RFQ for the Allen Athletic Complex, with some clarifications and selection process and schedule. Proposals are due to the City Secretary's office 1/14/2000. The ad-hoc committee of Jim Waldbauer and Anne Campbell will work with Park staff to narrow the proposals to make a short-list of finalists. The finalists will be announced to City Council 1/24/2000. X. SELF-EVALUATION Due to the absence of Ben Ferguson, no self-evaluation was performed at this meeting. Page 5 Parks and Recreation Board Meeting January 10, 2000 XI.
