OPEN FORUM — DISCUSSION ON PARK ORDINANCE REVISIONS AND ENTRY SIGNAGE FOR NEIGHBORHOOD PARKS Don Horton led a brief discussion on the proposed changes to the Park Ordinance, and following a brief discussion, it was proposed that changes be made to: 11-18 (1) remove "dogs" and insert "domestic animals as defined by the Animal Control Code of Ordinances', (5) remove "sling shots' (second notation), (9) separate `pollution issue from swim, bathe, and wading issues, (26) insert "gas operated" into statement, (31) revise to read "To operate any vehicle in a park facility parking lot after normal hours of operation. Brian Bristow made a presentation to the Board regarding an attempt to standardize neighborhood park signs. It was suggested that the addition of .,established date" of the facility be added to the proposed design 1 7:30 P.M. — REGULAR MEETING: 4. APPROVE MINUTES FROM JULY 10, 2000 REGULAR CALLED MEETING MOTION: Anne Campbell moved to accept the Minutes from July 10, 2000 Regular Called Meeting as presented. Ben Ferguson seconded, and the Motion carried 7 for, 0 against. 5. CITIZENS COMMENTS There were no citizens wishing to speak to the Board at this time. 6. NEIGHBORHOOD PARK ENTRY SIGNAGE MOTION: Kevin Pierce moved to accept the Park Signage Proposal with the addition of the "established date" of the facility added to the signage. Anne Campbell seconded and the motion carried 7 for, 0 against. 8. PUBLIC MEETING REGARDING ATHLETIC COMPLEX - COMMUNITY PARK MASTER PLAN Sheila Condon of Clark Condon Associates, Houston, Texas made a brief presentation to the Board regarding this facility, and the process that had brought the design to this point. Following her presentation, the guests were invited to come forward and offer their input to the Board regarding this facility. Spoken to Board: Cindy Arledge 1545 Harvest Run Drive Expressed concern regarding additional traffic on Malone, speed on Malone, and intrusive ball field lights. Joey Page 1536 Hickory Trail Concerned about traffic issues, light pollution, and 300 ft ball field maybe too close to houses and cars — damage from baseballs. Loren Shellabarger 1525 Hickory Trail Concerned about intrusive lights. Cautioned the Board not to short-change the soccer issue at this facility In favor of "community park" Issues. Richard Haggerty 1544 I-hckory Trail Concerned about sports lighting and suggested shifting the fields away from homes and traffic (more to the east). Dean Blanchone 1520 Rustic Trail Asked for more roller hockey courts and ponds for fishing at facility. Bill Millsiap 1521 Autumn Mist Concerned about Malone — on -street parking? Medians? Can we share the AISD facility, rather than build? Curfew? Gina Mlgore 1410 Macrae Court Concerned about shortage of soccer fields at this location. Too much space devoted to "community park" Do we need tennis courts and sand volleyball courts here? Andy Brewer 1003 Timberline Concerned that there is not enough soccer space, no need for tennis and volleyball. Rex Foster 1426 Rivercrest Concerned about traffic on Rivercrest — sees no need for tennis courts. Tim Wooldridge 1544 Harvest Run Against amphitheater, very worried about sound that would be generated. Eric Smith 1210 Ashford Lane r Second amphitheater not needed, tennis courts not needed, more athletic venues needed. Lenny Nicom 1533 Harvest Run Worried about traffic issues into the side streets and lighting spill over from ball fields. Phil Noguere 1300 Rock Ridge Road In favor of bandshell facing west, shielded lights, NTMWD easement horse trail, gardens, pocket parks in park, for wild area. Tim Geil 1316 Bethany Creek No amphitheater, soccer proponent, insufficient parking. Written comments received: Sharon Jahn 11 1410 Rivercrest Move all parking lot entrances and exits to Angel Parkway. Wants band shell to face east. Foot traffic to open area then would be closer to parking and noise would not be such a problem to the neighborhood west. Esther Buhidar 109 Sharron Drive Sand volleyball pits not necessary — need more soccer fields and roller hockey. Would rather see more of these than "park areas" Also, if the school needs tennis courts, I hope something can be done to accommodate them. For whatever reason, the community of Allen has not gotten behind the tennis program. It was almost cut from the middle schools. Angie Rocha 227 Rockndge Circle It is a beautiful plan — my concern is the traffic — will it have a traffic light on Angel Parkway and McDermott — also there should be entrances off of McDermott in order to relieve traffic overflow off of Malone. Shirley Webster 221 Rockridge Road Page 6 Parks and Recreation Board Meeting August 14, 2000 I live across from the soccer fields. I would really like a fence east of Angel Parkway. Also a SLOW speed limit. I would like to see the entrances at the southern end. Camille Nicotn 1533 Harvest Run What kind of traffic congestion on Malone is this going to cause? Why is another park necessary Utilize the schools grounds and ball fields, etc. The town has enough parks already. This is a tremendous burden on the homeowners. Comments made following public input. Eleven acres of open space may be used as multi -use area. This should meet the needs for next 5 years of soccer in Allen. Watters Crossing area never intended to have soccer games — all others will remain. AISD asked for the tennis courts for use by Curtis Middle School students, and the school district may in the future, build the tennis courts. Ball field lights can now be purchased which are "shielded" and more directional than the old-style of lighting. The next step of this plan will be to take it back to the Parks and Recreation Board with revisions, then to City Council for approval of the Master Plan. Staff will follow up on the issues of traffic on Malone, moving the ballfield complex to the east, limiting access to the northern parking lot to Angel Parkway, additional restroom facility and designing a smaller water feature. 9. CENTRAL BUSINESS STUDY — DON HORTON/MARINA SUKUP Manna Sukup made a presentation to the Board regarding the proposed plans for the Central Business District of Allen, mainly focusing on access to the downtown area from the east, and how this might impact the St. Mary's church and athletic area. All Board members were encouraged to attend the next meeting regarding this project scheduled for August 28, 2000 in the Allen Public Library 10. OTHER BUSINESS Larry Kirk informed the Board of two awards recently made to theCity of Alleln Parks and Recreation Department: 1) "TAAF State Tournament Host" Award to the City of Allen and Larry Kirk; as El well as the 2) "TAAF Member City Award" to the City of Allen (population under 75,000 category).
