CALL TO ORDER Chair Jim Waldbauer called the meeting to order at 7:06 p.m. 2. QUESTIONS ON CURRENT AGENDA No questions were brought forth at this time I Page 2 Parks and Recreation Board Meering September 11, 2000 3. OPEN FORUM — REVIEW OF ATHLETIC COMPLEX/COMMUNITY PARK MASTER PLAN Brian Bristow reviewed the issues discussed at our last Park Board Meeting with the Board, outlining issues and responses to traffic, an additional restroom facility, parking lot access, ball field locations, reduced water feature. Following a brief discussion, it was pointed out that "dotted line" overlays on the amphitheater grass area could show potential usage of this open space when not being utilized for special events. The Board was told that Bonds would be sold next year for this project, and that the athletic fields might be open for usage in the fall of 2002. 7:30 P.M. — REGULAR MEETING: 4. APPROVE MINUTES FROM AUGUST 14, 2000 REGULAR CALLED MEETING MOTION: Anne Campbell moved to accept the Minutes from August 14, 2000 Regular Called Meeting as presented. Vicki Wester seconded, and the Motion tamed 7 for, 0 against. 5. CITIZENS COMMENTS The following citizens came forward to speak regarding the Community Park: Tim Wooldridge 1544 Harvest Run Allen, TX 75002 (972)390-9223 Mr. Wooldridge presented the Board with a list of his requests, and those are highlighted as follows: Remove plans to host Allen USA Celebration at this site Remove the planned soundstage and amphitheater Address the issue of increased auto traffic on residential streets and on Malone Road Address the issue of increased pedestrian traffic within the area Mr. Rich Haggerty 1544 Hickory Trail Page 3 Parks and Recreation Board Meeting September It, 2000 Allen, TX 75002 (972)359-0244 Mr. Haggerty confirmed that Malone will be a two-lane road, but that it will be widened. He also questioned the frequency of concerts being held at this site. Mr. Haggerty expressed concern regarding the ball field lights and the impact upon his personal residence. Mr. Tim Geil 1316 Bethany Creek Blvd Allen, TX 75002 (972) 727-7746 Mr. Geil thanked the Department for removing the old storage facility at Bethany Lakes Park, and thanked the Board for adding the potential field usage overlays to the Master Plan. Mr Geil indicated that the Allen USA Celebration should be relocated to another facility He felt that should be an athletic complex with as many soccer fields as possible. Mr. Geil also requested that the grade on the grass area in front of the band shell be kept to as flat a surface as possible. 6. ATHLETIC COMPLEX/COMMUNITY PARK MASTER PLAN RECOMMENDATION TO CITY COUNCIL Mr. Don Horton suggested that the Clark Condon Associates be required to hire an acoustics consultant to evaluate the issue of noise and different opportunities for controlling the level of noise from bands and concerts. The Board agreed this would be an opportunity to evaluate the potential usage of berms and plant materials. It was also suggested that the trees east of the potential tennis courts be relocated to leave more open space, and that pavers in the street at Malone and Rivercrest might help with pedestrians crossing over into the park. Stop signs may be required in the future. A discussion was held regarding a third bathroom facility being added. MOTION: Scott Neice moved to recommend the adoption of a Master Plan for the Athletic Complex/Community Park located at Malone and Angel Parkway as presented by staff with the following modifications: 1) revisit tree plan at western end of open space: 2) use pavers signifying pedestrian crossing at Rivercrest and Malone; 3) add a third restroom facility; 4) enlist an acoustics consultant; and 5) outline potential usage areas in open space area. Vicki Wester seconded and the Motion carried 7 for, 0 against. Page 3 Parks and Recreation Board Meeting September 11, 2000 7. DISCUSSION ON PARK NAMING POLICY After briefly reviewing the Park Naming Policy included in the Board packets, it was determined that a subcommittee should be formed to look at the policy and also work with staff to name the two parks currently under construction in the Lost Creek Development. Kevin Pierce and Chen Jones agreed to serve on this subcommittee and work with staff. S. NEIGHBORHOOD PARK SERVICE AREAS (INTRODUCTION) Don Horton reviewed the map of the City with the Board, pointing out areas that currently are not being served with parkland close to their homes. He volunteered to take a van -tour with the Board members and physically visit each of the areas and discuss alternatives. The Board agreed to this plan 9. OTHER BUSINESS Review Of Board Work Plan — Jim Waldbauer Jim Waldbauer indicated he had drafted an "Annual Report to City Council' for the Board, and staff would be reviewing that document. It was also discussed that the time might be good to do a survey from the Joe Farmer Recreation Center. Staff will be putting together some ideas for survey questions. National Parks And Recreation Association Annual Conference A brief discussion was held on the National Conference and those who would be attending, along with opportunities for Board and Commissions to attend sessions while there. 10.
