CITIZENS COMMENTS Brian Bristow introduced Mrs. Kelly McGinnis to the Board as the newly hired Grant/Project Coordinator for the Parks and Recreation Department. Kelly lives with her family in Lucas. Don Horton introduced Mrs Ijay Nkele as the Construction Manager for the Parks and Recreation Department. Ijay comes to the City of Allen from the City of Dallas Housing Authonty, and resides in Frisco with her family 4. NATATORIUM FEES AND CONSTRUCTION UPDATE — LARRY KIRK/IJAY NKELE Don Horton introduced a marketing analysis done by Brinkley Sargent that indicated a goal that 85% operating cost be recouped by the City Don briefly compared the cost of operating our facility to that of Coppell and Plano. Ijay Nkele made a bnef report to the Board regarding the construction aspect of the natatonum. She provided the Board with a photo -update for their review showing the latest construction taking place at this facility. Larry Kirk made a presentation of the proposed fee schedule for the Don Rodenbaugh Natatonum. The schedule was developed using as guides, the Feasibility Study, and a survey conducted by the Aquatic Supervisor. City Council's recommendation thus far has been for the facility to come as close as possible to being self-sufficient Staff believes that the fee schedule accomplishes this directive. Issues highlighted by Larry are that children six and under will be free. Other cities in the area do not charge for six and under members. There will be a child care facility located in the natatorium and will charge a $2/hour fee for child care. (See Attachment I — Power Point Presentation by Larry Kirk) Following the presentation the following comments were heard from the Board. Cut questioned the family cost — felt the proposal would be cost prohibitive for some families. Kevin asked if the weights would stay at the Joe Farmer Recreation Center. Carl indicated he would like to see a family membership price made available. Don indicated that we have been asked by Council to make it cover the operating cost of the facility Anne would like to have another fee option for large families. Ben questioned the feasibility of an installment plan for the memberships. There is a cap for resident families of $550 and non-resident families cap is based upon percentage. F1 Page 3 Parks and Recreation Board Meeting May 14, 2001 MOTION: Cart Clemencich moved to accept the fee structure as presented with a faintly membership cap of $550. Anne Campbell seconded and the Motion carried 7 for, 0 against. 5. DOG PARK DISCUSSION — BRIAN BRISTOW Brian Bristow made a Power Point Presentation to the Board regarding the proposal for a "Dog Park" in Allen. (See Attachment 2 —Dog Park by Brian Bristow.) Kevin indicated he liked the admission policy with a $5 fee and also likes the shot check policy being proposed. 6. WILDFLOWER REPORT — TIM DENTLER Tim Dentler presented an Update on the Wildflower Program for 2001. Tim reported that this was a joint program with the Keep Allen Beautiful Board and that various locations around town included the following: Bethany Road Medians, Bethany Lakes Park, Shadow Lakes Park, Bethany Ridge Park, Exchange Median and Cedar Drive. Tim reported that a great deal has been learned from this year's plantings. 7. STRATEGIC PLAN UPDATE — KEVIN PIERCE Kevin Pierce briefly reviewed the workplan for the Parks and Recreation Board. ALLEN USA/ARTS FEST — BOOTH Lisa Anderson reported that Chamber of Commerce will be joining Allen USA in the Business Depot for this year's celebration. It was suggested that this Board have a booth shared with staff and the Parks Foundation at the Allen USA Celebration. Lisa Anderson provided a brief update on what to expect at this year's event. EASTER EGG HUNT RECAP Lisa Anderson indicated that next year she would be ordering 25,000 Easter Eggs and that the next Easter event would have a larger area for L 1 I'I Page 4 Parks and Recreation Board Meeting May 14, 2001 children to participate in, along with an Easter Bonnet Contest and Easter Basket Decorating Contest. 9. OTHER BUSINESS UNDERSERVED AREAS UPDATE Don Horton reported that this was originally on the City Council Agenda for May 17, but was pulled from the Agenda and will probably be brought forward again soon during an Executive Session of City Council. ESTEVIE PROPERTY UPDATE — DON HORTON/BRIAN BRISTOW Don Reported that Collin County would be interviewing staff concerning the Collin County Grant on Thursday, May 17, and that announcements were anticipated in July regarding the award of this round of grants. TRAIN DEPOT UPDATE Don Horton indicated that the Train Depot location has been moved to the downtown area from the anticipated location at Allen Station Park. 10. This fee would be $132.00 per year. • Youth 14 - 18 are proposed at a 20% discount making their fee $132.00. • Youth fees are adjusted due to the availability of amenities to youth.
