CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT Chair Ben Ferguson called the meeting to order at 7:10 pm and announced a quorum was present. APPROVE MINUTES FROM DECEMBER 12, 2005 REGULAR MEETING MOTION: Joey Herald moved to accept the minutes from December 12, Regular Park Board Meeting as presented. Cheryl Lawson seconded, and the motion carried 7 for, 0 against. 4. WORK PLAN —GOAL 1C Director, Tim Dentler provided each Board member with a copy of the "City of Allen Parks and Recreation Board Work Plan" as updated in May, 2005. He asked for them to review the document and email staff with changes they would like to see discussed at the February meeting. 5. ITEMS FOR PARK BOARD DISCUSSION: Cheryl Lawson: Inquired about the hike and bike trail on the east side of Allen now that NTMWD has completed laying their water line. Brian Bristow confirmed that that trail will be put in place in the near future. Joey Herald: Reported having spoken to several youngsters who were skateboarding around town and inquired as to why they were not using The Edge to do their skateboarding. One response was that it was overcrowded. Gary Moore: Gary Moore suggested another reason might be that beginner skaters could be intimidated by the expertise at The Edge. Ben Ferguson: Ben suggested staff use Home Owner Associations for distribution of announcements. 6. LAND ACQUISITION UPDATE Tim Dentler updated the Board Members on the possible acquisition of Molsen Farms. Tim reported that staff continues to work with Amy Wannamaker with the Trust for Public Lands, and feels that the 54.5 acres is on the "fast track" for acquisition. The City does not have a Master Plan for this acreage, but has a vision of maintaining some of the farm aspects and possibly offering day camp facilities, as well as Boy Scout and Girl Scout overnight opportunities. Page 3 Parks and Recreation Board Meeting January 9, 2006 Joey Herald indicated that while the City is putting together the funding package for this property, he would like to see funding remain in place for the updates to Collin Square property. 7. OTHER BUSINESS Staff Update Tim Dentler provided the Board a copy of the proposal going to City Council on January 10, 2006. The proposal and associated resolution would provide for a membership fee at the new Allen Senior Recreation Center as follows: Resident Center Membership: $5 per year Non -Resident Center Membership: $24 per year Transportation Fee (only atter 5pm and within the City of Allen limits) would be $2 for roundtrip service This Resolution also defines a membership fee for Seniors at the Joe Farmer Recreation Center as follows: Resident Senior Citizen Membership $24 per year Non -Resident Senior Citizen Membership $45 per year Tim explained that while this did not begin to cover expenses at the Center, it would help with the cost of membership badges and some of the daily free services such as coffee service. Brian Bristow presented the Board with a conceptual rendering of proposed parkland in the Twin Creeks subdivision near Bridgewater Crossing. Staff indicated that the developer was anxious for this to be built to assist in his marketing of homes in the area. The developer is proposing that they develop the parkland to our specifications, then at some agreed upon time, the City would reimburse for expenses. Brian indicated that this is the same process used in the Lost Creek Subdivision several years ago. Calendar Update: Staff invited the Board to attend the Open House for Municipal Courts and Parks and Recreation Department offices on Tuesday, January 10 from 5- 6:30 pm Also, the Grand Opening of the Allen Senior Recreation Center will be held on January 21, 2006 from 1-4 pm, and all Board members are encouraged to join the celebration.
