CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT Chair Ben Ferguson called the meeting to order at 6:35 pm and announced a quorum was present. 2. CITIZENS COMMENTS There were no citizens present wishing to speak to the Board. 1 3. APPROVE MINUTES FROM MAY S, 2006 REGULAR MEETING Page 2 Parks and Recreation Board Meeting June 12, 2006 MOTION: Cheryl Lawson moved to accept the minutes from May 8, 2006 Regular Park Board Meeting as presented. Todd McIntosh seconded, and the motion carried 4 for, 0 against. 4. PREVIEW/UPDATE ON ALLEN USA PLANS FOR 2006 Director of Parks and Recreation, Tim Dentler reviewed the Operations and Security Plan for Allen USA. Tim informed the board of the involvement of the Parks Foundation in future Allen USA events, as well as the planning process for this year's event. 5. ANNUAL BOARD EVALUATION Following a brief review of the City Secretary correspondence to the Board, the following criteria were agreed upon by the Board. This information will be forwarded to the City Secretary by staff. Parks and Recreation Board (PARS) Board Evaluation Form Questions: (1) What would be the ideal characteristics for a Parks and Recreations Board Member? • Active user of the facilities, recreational activities and / or programs administered by the City of Allen's Parks Department • Outgoing personality that values and seeks out community input involving Parks Department facilities, recreational activities and / or programs • Represents the PARB at Park's Department dedications and / or other related departmental functions • The composition of the Board is diverse in terms of experience, geographic dispersion and composition to ensure representation of the entire community • The ability to assist in the planning, prioritization and authorization of Park projects (2) How extensive is the collective experience of the Board members in the Board's subject area? • Representation of on-going experience with PARB issues is maintained by no more than half the Board members term expiration in a given year • Board members should possess varied experiences and backgrounds that add to the diversity of the overall group. This Board is strongly supported by talent, resources and guidance of the Parks Department Staff. Page 3 Parks and Recreation Board Meeting June 12, 2006 • An assessment of each new Board should be conducted to ensure adequate representation of all demographic segments of the community. In light of direct representation of a segment of the population, efforts shall be made to invite representation and participation at PARB meetings / activities (i.e. — Extreme Teens, Senior Citizens, etc.). (3) What knowledee or experience could be broueht to the Board to improve it? • Attendance and support of the Parks Department at various official City meetings including City Council and the Allen Community Development Corporation meetings. • Active representation of the PARB at City dedications, functions and /or events. • Prior experience with a Parks Board or other City Board within the City of Allen or another municipality • Education seminars / material related to Parks and Recreation issues and the responsibilities of Park Board members t • Representation at a national or regional Parks and Recreation conference to enhance the knowledge and exposure to issues faced by City Parks departments and Board members (4) Outside of Board activities, how active are the Board members within the community? Prior experience related to volunteer community service preferred. Service activities could include the provision of assistance in such areas as school, fraternal, religious, recreational and / or community activities. (5) Is the membership representative of Allen's citizens? • The composition of the Board is diverse in terms of experience, geographic dispersion and composition to ensure representation of the entire community • In light of direct representation of a segment of the population, efforts shall be made to invite representation and participation at PARB meetings/activities. (6) Are any members considerine resienation? No; Normal term expirations only. MOTION: Todd moved to accept the guidelines as presented, Cheryl Lawson seconded, and the Motion carried, 5 for, 0 against. R Page 4 Parks and Recreation Board Meeting June 12, 2006 6. ITEMS FOR BOARD MEMBERS DISCUSSION A. Around the Horn — Board Members Vicki Wester: She has yet to receive a renewal notice to the Don Rodenbaugh Natatorium. Todd McIntosh: Questioned the irrigation timing at Celebration Park. No other comments were received from the Board at this time. B. Subcommittee Reports No subcommittee reports were received. 7. OTHER BUSINESS Wrap -Up on Kickball Tournament 1 Came Cessna, Recreation Services Manager provided a wrap-up report on the 2"a Annual Adult Co-Rec Kickball Tournament held on May 13, 2006. Came reported an 80's theme event, and the maximum number of teams allowed (12) participating. Newspaper articles and feedback on the tournament exemplifies the success and fun had by everyone that participated. Next year, possibly moving to two-day event at larger facility Calendar Board members were reminded of the upcoming events and encouraged to attend. 4.
