APPROVE MINUTES FROM FEBRUARY 12, 2007 REGULAR MEETING MOTION: Gary Moore moved to accept the minutes from February 12, 2007 Regular Park Board Meeting as presented. Libby Jones seconded, and the motion earned 5 for, 0 against. 4. FORD POOL PROGRAMMING Senior Landscape Architect, Brian Bristow announced that the consultant would be in town this coming Thursday and Friday to begin meeting with staff members regarding programming of this facility, as well make on-site visits. The physical surveying of the site will also begin this week. Brian announced that there would be a Public Meeting opportunity at the April Parks and Recreation Board meeting, and this meeting may move to the Council Chambers. 5. DISCUSS STRATEGIC PLAN SURVEY Tim Dentler briefly reviewed the survey that was emailed to Board members earlier in the day, asking the members to complete the survey and return it to the Parks Department by March 30. That survey can be done in hard -copy form or electronically and emailed. This survey will be used in conjunction with the one just completed by Parks Department staff in preparing the new Master Plan. 6. DISCUSS PROCESS AND PLAN FOR CITIZENS SURVEY Tim Dentler visited with the Board about the Ford Park Programming survey being done in conjunction with the Parks and Recreation Department Master Plan Survey Tim indicated that his hope was still to do it as an on-line survey Tim indicated the results of that survey would not be available for the April meeting. 7. CIP PROJECT UPDATE/REVIEW Brian Bristow did a Power Point presentation to the Board Members outlining some of the current Capital Improvement Projects and their status. (A copy of �^ that presentation is attached to these minutes.) ® Spring Meadow - playground underway Allenwood Park - Asbestos abatement complete, demolition will begin this week Chase Oaks - pavilion construction underway Page 3 Parks and Recreation Board Meeting Much 12, 2007 Bridgewater - playground/park under construction Heritage Village - sidewalks and driveway almost complete Celebration Park - addition of tennis courts in design phase Celebration Park - approval received for installation of re -circulating pump at spray ground Tim provided the members with a copy of the current "Community Development Corporation -Draft 5 -Year Plan" A brief discussion was held on a few of the projects and why the budgetary numbers were divided by yews. Tim informed the Board that at their April meeting, they would be assisting staff with prioritizing proposed projects to be presented to the Community Development Corporation Board (CDC). Members were asked to email their list of proposed projects prior to the April meeting. 8. DISCUSS POSSIBLE JOINT MEETING WITH NEIGHBORING CITIES Tim reported having met with Chair Ben Ferguson regarding his desire to hold a joint meeting with Fairview and Lucas Park Board Members. Tim has suggested that Ben take the lead on this meeting, and schedule it for the May 14 2007 Regular Park Board Meeting. Tim suggested a reception/joint meeting format with each group briefly discussing possible joint opportunities in particular as it applies to the hike and bike systems and their possible linkage. Following a brief discussion, Board members expressed support of this opportunity if it could be a constructive meeting and not just for the sake of meeting with one another. It was also suggested that possibly meeting with larger cities bordering Allen might widen the scope of information (Frisco, Plano, McKinney) rather than the smaller entities suggested. 9. QUARTERLY REPORT - RECREATION SERVICES DIVISION Carrie Cessna, Recreation Services Manager provided a report on her division (a copy of that report is attached to these minutes). Carrie's report focused on the numbers of memberships from each facility, strengths in programming, attendance, etc as well as challenges faced at each of the facilities (Joe Farmer Recreation Center, Don Rodenbaugh Natatorium, Senior Recreation Center, the Edge@ Allen Station Park) Carrie also reported on goals being set for the upcoming year at each facility Page 4 Parks and Recreation Board Meeting March 12, 2007 April 2007 will begin the second quarter of this year, and Jeff Holt, Golf Services Manager will be presenting his quarterly report to the Board. 10. ITEMS FOR BOARD MEMBERS DISCUSSION A. Around the Horn - Board Members Vicki Wester - very pleased with the programming at the Senior Center, instructors, classes, etc. Gary Moore - Gary inquired as to the Board assignments as outlined in the Work Plan for attending other agency meetings, and requested to be assigned to the Collin County Open Space Committee. Libby Jones - Reported CIP subcommittee meetings are beginning, as well as having attended the Arbor Day Celebration on February 24. Libby reported the event as very enjoyable. John Kelley - inquired about drought issues, as they would affect practices, and field safety this year. John also asked about possible inclusion of child care at the Natatorium. Cheryl Lawson - asked if residents were using the disc golf course installed at Bethany Lakes Park as well as the support being supplied by the Parks Department to the Art -to -Go Program. Todd McIntosh - also shared drought concerns as it pertains to the Home Owner Associations in Allen. Todd also mentioned the "Smart Scape Seminar" B. Subcommittee Reports No reports were received. 11. OTHER BUSINESS Staff Updates Awards Tim Dentler reported that recently the Parks Department has received, the Texas Recreation and Parks Society (TRAPS) "Design Award" for the Allen Senior Recreation Center. In addition the TOMA Award once again came to the City of Allen Parks and Recreation Department at the annual Southwest Parks and Recreation Institute held in Oklahoma. The award Page 5 Parks and Recreation Board Meeting Much 12, 2007 was for the City of Allen Pride Program. Also, the National Recreation and Parks Association (NAPA) awarded its Southwest Region design award for the Edge(aAllen Station Park to the City of Allen. Media Filming at the Edge Tim Dentler reported that City of Allen staff had been contacted by MTV to film an interview segment at the Edge. Tim was not sure when this segment would air, but apparently the focus was an interview with a young man from East Texas who is a BMX cyclist. Miscellaneous Tim also indicated he would be visiting with City Council Tuesday, March 13 2007 regarding the indoor athletic facility being proposed as ajoint- venture. The orange safety fencing put in place at Bethany Lakes Park during the lead remediation process has now been removed and testing indicates levels well below that which would present a health hazard to humans. Small pockets are still being cleaned, but the Park is open for public use. Tim announced the City of Allen budget process for 2007-2008 is beginning in the near future. Assistant Director of Parks and Recreation, Lori Smeby announced an opportunity for Park Board Members to assist with this year's Easter event - renamed the "Bunny Hop" Details will be emailed to the members. 12.
