APPROVE MINUTES FROM JANUARY 14, 2008 REGULAR MEETING MOTION: Libby Jones moved to accept the minutes from January 14, 2008 Regular Park Board Meeting as prepared and presented. Gary Moore seconded, and the Motion carried 6 for, 0 against. 4. LETTER OF INTENT FROM BLUE SKY FOR DEVELOPMENT OF AN INDOOR SOCCER FACILITY Director of Parks and Recreation, Tim Derider did a brief background on the Letter of Intent received from Blue Sky for development of an indoor soccer facility at Main Street and Fountain Gate Drive. Tim reported this item would be moving forward to City Council at their regular meeting on Tuesday. February 12, 2008. Tim did a presentation (a copy of which is attached to these minutes) outlining the roles of each party involved, and expectations of each. Along with the proposed indoor facility, Tim spoke briefly as to what amenities might be considered on the surrounding outdoor property, possible playground, the planned new water tower to be built at this location (replacing the existing water tower), and the possible affiliation with the Allen Sports Association. Tim indicated that this Board could expect to be part of upcoming public meetings with the residents of Hillside regarding the anticipated development of this area. Comments were received regarding the exterior design of the building and possible landscaping that could be added. MOTION: Cheryl Lawson made a motion to recommend approval of the Letter of Intent to Develop and Construct an Indoor Soccer Facility at the Southwest Comer of Main Street and Fountain Gate Drive. Todd McIntosh seconded, and the Motion carried, 6 for, 0 against. 5. KEEPING UP WITH THE AMERICANS WITH DISABLITIES ACT Tim Dentler introduced Brian Bristow, Assistant Director of Parks and Recreation, and indicated he had asked Brian to share with the Board some of the "behind the scenes" planning that goes into park/playground/hike and bike trail design and development as it pertains to ADA compliance. Brian indicated he had done a lecture/presentation at the recent Southwest Parks and Recreation Training Institute held in Oklahoma on this topic, and shared highlights of that presentation (a copy of which is attached to these minutes) with this Board. Page 3 Parks and Recreation Board Meeting February 11, 2008 This presentation reviewed the standards set forth, examples of playgrounds from different eras, examples of playgrounds that do meet ADA criteria, and examples of some that do not meet standard. The main highlights from tonight's presentation was focused on playgrounds. Brian indicated he will again be lecturing at an upcoming Texas Recreation and Park Society event in San Angelo, Texas. 6. QUARTERLY REPORTS - Jeff Holt, Golf Services Manager Attached to these minutes, please find the presentation Jeff Holt provided to this Board on Chase Oaks, and special projects and weather related damage to the course. Jeff also filled in the Board on recent addition of new golf carts and new maintenance equipment leases. In addition, Jeff reviewed upcoming opportunities for classes during the spring break. Jeff also reviewed the very successful programs for adults with disabilities held in clubhouse - there has been a Fall Ball, Winter Formal, and a Valentines Party Jeff reported that Tiffany Robertson, Recreation Specialist II has recently accepted the position of Special Events Coordinator and will begin assuming that role this coming Wednesday. February 12, 2008. Jeff also reported on having attended a conference in Wheeling, West Virginia that was very beneficial to him. 7. ITEMS FOR BOARD MEMBERS DISCUSSION A. Around the Horn - Board Members Gary Moore announced that he would be moving to Plano, and therefore resigning from the Allen Parks and Recreation Board effective April 1 2008. Libby Jones reported errors with the Allen Parks and Recreation Department website (links not working, and inability to open PDF of the current class offerings). John Kelley asked about the entertainment scheduled for this year's Allen USA event. Cheryl Lawson indicated her pleasure with the Allenwood Park, and asked about the availability of the Allen Senior Recreation Center as a rental venue for receptions, weddings, etc. Todd McIntosh inquired as to the indoor soccer facility exterior design as well as timeline expected on water tower being constructed at this location. B. Subcommittee Reports Todd McIntosh reported having attended the Senior Citizens Advisory Committee Meeting and said the Silver Sneaker agreement has been signed off on and will be come a reality for those 50 years and older. Todd reported that Page 4 Parks and Recreation Board Meeting February 11, 2008 there are now 2600+ members at the Allen Senior Recreation Center, with 1400 active members and 268 non-residents. Todd and Tim also reported that the background check policy is now in effect at the Center and that some of the volunteers are reluctant to give out their social security numbers so background checks can be performed. Tim reiterated to everyone in attendance at the meeting that this policy was to protect them as well as the seniors attending the facility Ben Ferguson reported having attending the Allen Park Foundation meeting and gave a brief update on the tool trailer and the process whereby tools will be purchased and placed in the trailer for groups to use. 8. OTHER BUSINESS Staff Updates Tim Dentler reported on having received an email regarding the Public Art Committee's decision to place a piece of donated art a the Allen Senior Recreation Center. Tim gave a brief background on the piece ("Chac") and the donation to the City of Allen by the owners. Tim also reported that Steve Nagy and Cary Santiago were both recipients of very nice awards at the recent City of Allen Employee Dinner. Calendar of Upcoming Events All Board Members were encouraged to attend as many of the upcoming events as possible. 9. ADJOURN There being no further business, the meeting was adjourned at 8:45 pm.
