Min - Planning and Zoning Commission - 1981 - 02/12 - RegularREGULAR MEETING ALLEN PLANNING & ZONING FEBRUARY 12, 1981 Presiding: Joe Moseley Present: Tom Inkman, Wayne Armand and Jim Wolfe Wayne Armand motion to approve minutes from January 22, 1981, meeting correcting the second meeting in February date from February 19th to February 26th. Tom Inkman second. Motion carried 4 for 0 against. Preliminary plats were presented for Fountain Park V, VI, and VII by Buddy Sheppard with Starnes and Assoc. and Norman Luterman. Motion Wayne Armand second Tom Inkman to recommend approval of the preliminary plat„of drainage and utility requirements that are consistent with current design standards with the final plat. Motion carried 4 for 0 against. Motion Tom Inkman second Wayne Armand recommending approval of Fountain Park VI preliminary plat with the same qualifications as stated in the motion for approval of Fountain Park V. Motion carried 4 for 0 against. Motion Tom Inkman second Wayne Armand that P&Z recommend approval of Fountain Park VII with the same qualifications as stated in the motion for approval of Fountain Park V and VI and also the additional provision that underground drainage is installed extending from the east boundary of Fountain Park VII to the drainage channel on the adjacent property. Motion carried 4 for 0 against. Motion Wayne Armand second Tom Inkman to table the request for preliminary and final plat approval for Mr. Quick property located adjacent to and between Allen High School and Sonic Drive -In until the next P&Z meeting, February 26, 1981, due to lack of representation in support of the request. Motion carried 4 for 0 against. Motion Joe Moseley second Wayne Armand to recommend approval of the unilateral annexation of 431 acres in order to bracket the sewage facilities and lift station currently servicing the land requested for annexation as follows: A) 82.955 acres owned by C.S. Thomsen as described in the Collin County records, Volume 606, Page 419, Abstract #543 in the Michael See Survey. B) 31.11 acres owned by W.E. Campbell, Jr., Allen Ltd. Partnership and further described in the Collin County records, Volume 891, Page 42, Abstract #702, L.K. Pegues Survey. C) 320.482 acres owned by W.E. Campbell, Jr., Allen Ltd. Partner- ship and further described in the Collin County record, Volume 894, Page 247, Abstract #325 in the John Fyke Survey. Motion carried 4 for 0 against.
