The called Workshop Session for the Allen Planning
and Zoning Commission was called to order by Chairman
Pendleton at 7:30 p.m., on Monday, April 19, 1982, at
Rountree Elementary School, 800 E. Main Street.
This Workshop Session was called by the Planning
and Zoning Commission to meet with the consultant who
updated Planning District No. 4 in relation with the
855± acre Planned Development request by Del Morton,
of Willard McDaniel, Inc., and the Cambridge Companies
Development Corporation. The property being located
north of Chapparal Road, east of Jupiter Road and west
of Allen Heights Road (Zoning Case No. Z11-11-81-1).
Mr. Frank Osgood, of Frank Osgood Associates, Inc.,
appeared before the Commission concerning his report
updating Planning District No. 4.
The first part of the report contains the updated
tables. Mr. Osgood went through and explained the tables
one by one. The Commission asked some questions concerning
some tables.

There was some discussion on Table 5: Allen
Population Projections Related to County and Plano,
1970 - 2000. The Commission wanted to know how Mr.
Osgood arrived at the population figure for the year
2000 and why the figure differed so from the 1977
Urban Plan.
The Commission asked Mr. Osgood if he could
further explain and justify the income figures in
Table 8: Projected Household Income, Allen, 1982 -
2000 (1981 Dollars).
Chairman Pendleton recessed the Workshop Session
at 9:20 p.m. The Workshop reconvened at 9:40 p.m.
Mr. Osgood presented several maps pertaining to
the report and showing ways of possible development of
the Planning District.
There was some discussion over Table 14: Future
Land Use Demand, Allen, Texas, 2000.
Chairman Pendleton recessed the Workshop Session
at 10:15 p.m.
