Main Street. Mayor Pro Tem Farmer, Chairman of the Council/Commission Subcommittee, provided information on the preparation and work done by the subcommittee. Mayor Pro Tem Farmer presented an overhead transparency of the charge to the subcommittee, that being: "To formulate a proposed design for identifying, through broad-based community interaction, describeable characteristics to guide Allen's development." Mayor Pro Tem Farmer then provided the outline of the draft report prepared by the subcommittee consisting of the following: Section I Introduction Section II Questions to be Addressed Section III Data Collection Strategies Section IV Data Treatment, Reporting and Validation Section V Task/Timeframe Mayor Pro Tem Farmer referenced the documents that had been used by the subcommittee, those being: The Sam Wyse Document entitled City of Allen, Texas Comprehensive Urban Plan 1977-2000 Environment Housing Land Use Implementation The Sam Wyse Document entitled City of Allen, Texas Comprehensive Urban Plan 1978-2000 Community Facilities Thoroughfare Plan Environmental Assessment Development Controls City of Allen Subdivision Ordinance -153- ALLEN CITY COUNCIL/ PLANNING & ZONING COMMISSION November 29, 1962 Page 2 0 The Ronald E. Fix & Associates Document entitled City of Allen, Texas, General Comprehensive Plan Parks & Recreation Water System Study Waste Water System Study Solid Waste Disposal Study The Frank Osgood Document entitled Allen Compre- hensive Plan Partial Update with Focus on Planning District Four Issues The City of Allen Comprehensive Zoning Ordinance Another member of the subcommittee to speak regarding the work and the preparation of the report was Don Rodenbaugh. Discussion of the Council and the Planning & Zoning Com- mission centered around what the survey should contain; what type of format should be used, i.e., in a questionnaire form or interview form; what the survey hopes to accomplish; and what random selection process should be used, i.e., using the water connection routes, the entire voter registration list, or just the individuals that voted in the last city election, or the entire city. Mayor Pro Tem Farmer recessed the called - special workshop session at 9:10 p.m. The meeting reconvened at 9:22 p.m. Mayor Pro Tem Farmer divided the individuals present at the meeting into three discussion groups headed by members of the subcommittee. The groups consisted of the following individuals and discussion in the groups centered around questions to be addressed by the survey: Group I: Don Rodenbaugh Mickey Pierson Gary Koch Winston Stallings Marty Hendrix Group II: Dennis Offutt Jack Decatur H. R. Daugherty Bill Petty Group III: Bobby Glass , Jim McClure Ward Paxton Jon McCarty The discussion groups proposed the following ideas be included in the survey and these ideas were presented by the subcommittee members: Group I - Don Rodenbaugh 1. Summary of what we have now 2. Accesses in city 3. Thoroughfares 4. School System -- if poorer would you leave 5. Boughtanother house in Allen -- would it be: bigger smaller same would you stay in Allen 6. Rate of growth Mayor Pro Tem Farmer advised that the subcommittee would now take these lists of ideas and integrate them and provide a report back to the City Council and the Planning and Zoning Commission. In further discussion, the Council and the Planning and Zoning Commission talked about the status of the Commission's review of the policy statements prepared by the Council and their recommendations or comments on such. -155- ALLEN CITY COUNCIL/ PLANNING & ZONING COMMISSION November 29, 1982 Page 4 i It was the consensus of the City Council and the Planning and Zoning Commission to call another special workshop session for Tuesday, December 7, 1982 at 7:30 p.m. to discuss and review the policy statements as prepared by the City Council and the comments or recommendations from the Planning and Zoning Commission on the them. The city staff was directed to select the meeting place and provide copies of the policy statements to both bodies for review prior to the workshop session.
