Secretary Bill Petty, Director of Community Development The Called - Special Workshop Session of the Allen City Council and the Planning and Zoning Commission was called to order by Mayor Pro Tem Joe Farmer at 7:40 p.m. on Monday, December 7, 1982, at Boyd Elementary School, 900 Jupiter Road. Mayor Pro Tem Farmer advised of the agenda for this workshop session and that Agenda Item II -B (Comprehensive Plan outline) should be eliminated from discussion at this time due to the fact that the subcommittee has not be able to meet to discuss and formulate the input received at the last workshop session held on November 29, 1982. It was the consensus of both bodies that Agenda Item II -B be dropped from the agenda for this workshop session. The opening discussion centered around the development criteria initiated by the City Council through several workshop sessions held earlier this year, and whether this development criteria actually represented a policy statement of the City Council, was this criteria separate and apart from the work being done by the subcommittee, 'yam and what was the purpose of this workshop session and what was to be discussed. After considerable discussion, it was clarified that the primary purpose of this workshop session was to receive the comments and recommendations of the Planning and Zoning Commission regarding the development criteria. Jim Wolfe, Vice Chairman of the Planning and Zoning Commission, advised that he would present the Commission's recommendations in the absence of the Chairman, but had several questions to clarify with the City Council before the presentation. -1 57- ALLEN CITY COUNCIL/ PLANNING & ZONING COMMISSION December 7, 1982 Page 2 r Mr. Wolfe asked questions regarding the percentages pertaining to residential development, the timeframe represented in those percentages, how the percentages were to be used when a developer presents a planned development, and the intended use of the deve- lopment criteria by the Planning and Zoning Commission and the City Council. There was considerable discussion by the Council and Mr. Wolfe on the above areas. Mr. Wolfe passed out copies of the November 11, 1982 minutes of the Planning and Zoning Commission's regular meeting and advised of the recommendations and comments contained in those minutes regarding the development criteria initiated by the City Council. The City Council and the Planning and Zoning Commission discussed in detail the proposed housing sizes and the zoning districts as recommended by each body, as follows: P & Z City Council Commission Housing Size Recommended Recommended Greater than 2000 sq. ft. 88 108 Between 1,800 sq, ft. and 2,000 sq. ft. 338 208 Between 1,600 sq, ft. and 1,800 sq. ft. 248 158 Between 1,400 sq. ft. and 1,600 sq. ft. 158 Between 1,200 sq. ft. and 1,400 sq. ft. 208 258 Less than 1,200 sq. ft. (including 158 158 apartments, townhouses, etc.) Mr. Wolfe then advised that the Planning and Zoning Commission, by consensus, had felt there was no need for ranch estates zoning in the city because of a concern that design standards may be com- promised. There was considerable discussion on the positive and negative aspects of ranch estates development in the city. Mayor Pro Tem Farmer recessed the called - special workshop session at 9:11 p.m. The meeting reconvened at 9:21 p.m. The discussion continued on ranch estates development and Vice Chairman Wolfe pointed out that ranch estates could be developed under the existing Zoning Ordinance. The Council and the Planning & Zoning Commission discussed the criteria for ranch estates development being at least a one acre lot or more, whether or not septic tanks would be permitted, the j roadway development in this type of development, and other needs. { A straw poll was taken for all members in favor of a separate ranch estates zoning district, with seven (7) voting in favor of, being Mayor Pro Tem Farmer, Councilman Paxton, Councilman Of£utt, Councilman McClure, Mayor Pierson, Commissioner Wolfe, and Com- missioner Stallings, and four (4) opposed, being Councilman Rodenbaugh, Commissioner Koch, Commissioner Glass, and Commissioner Decatur. f,k,Qn-r wc14e c "s ac�a.nsr, Ce n...�,sv��.,- 61nsS e^i�n<� (c •'- rl_ Based on the poll, a subcommittee was appointed to develop criteria for a ranch estates zoning district within the city, with the Chairman being Councilman Paxton and members being Mayor Pierson, Commissioner Gary Koch and Commissioner Winston Stallings. Further discussion centered around the need to include additional items in the development criteria. Another subcommittee was appointed, with Commissioner Jim Wolfe as Chairman and members being Councilman Jim McClure and Commissioner Jack Decatur. The purpose of this subcommittee was to develop an outline for defining development policies that would implement the goals and objectives of the city in regard to future development. -1 5A- ALLEN CITY COUNCIL/ PLANNING & ZONING COMMISSION Y December 7, 1982 Ll Page 3 The called - special workshop session was adjourned at 10:12 p.m. These minutes approved on the 13th day of January 1983 by the Planning and Zoning Commission.
