Chairman Pendleton called the Workshop Session to order at
7:05 p.m., Tuesday, March 22, 1983, at Rountree Elementary School,
800 E. Main Street, Allen, Texas.
The discussion started with a handout given the Commission by
Commissioner Wolfe concerning the general needs for establishing a
Central Business District in the downtown area of Allen.
The Commission realized the need to decide whether they wanted
to start the procedure by establishing some general procedures for
developing a Central Business District or start with looking at some
specific items in the revitalization of the downtown district. The
Commission decided they must try to envision what they would like the
downtown area to look like in the future and use this opportunity to
achieve this goal.
To achieve this goal the Commission realizes that there is a
need to provide incentives for developers to buy in the downtown
district to prevent district drift. The Commission must also decide
on the need to convert homes and buildings already in the downtown
area or provide new developments.
The Commission talked about the immediate need to establish
the boundaries of the proposed Central Business District.

There was a concensus of the Commission to accept the needs
to establish a Central Business District as per Commissioner Wolfe's
handout.
The Commission talked about how the establishment of the Central
Business District is a part of developing a new Master Plan.
Commissioner Wolfe went to page 2 of his handout which concerned
appointing a Central Business District Committee and several sub-
committees to take on the challenge of looking at different aspects
of the establishing a proposed Central Business District.
There was discussion on the possibility of integrating the
Committee appointed by City Council to study and make a recommendation
to Council on the realignment of Main Street with the CBD subcommittee
to study thoroughfares, transportation, parking, and traffic control.
In relation to this they talked about the importance or impact that
the realignment of Main Street will have upon the downtown district.
There was a concensus of the Commission that there needs to be
a Central Business District Committee formed to study and make
recommendations as to the regulations of the proposed CBD.
After the concensus that a Central Business District Committee
needs to be formed, the Commission discussed how many people need to
be appointed to this Committee.
The Commission talked about the educational process that would
be involved in establishing the subcommittees and charging them with
their appointed duties.
There was a concensus of the Commission that, when appointed,
the CBD Committee will meet together each time, then split into their
respective subcommittees and finally end the meeting back together
with discussion on what their basic decisions on their separate issues
had been.
There was considerable discussion on the procedure for appointing
the members of the CBD Committee. The discussion revolved around
whether the members of the Committee should be selected or if they
should be volunteers.
There was a concensus of the Commission that the CBD Committee
members will be volunteers through random solitation through an
announcement in the local newspaper and that selection should be
made by the representatives of the City Council and the Planning
and Zoning Commission that are on the CBD Committee.
The Commission decided that there should be a Chairman of the
Committee and this Chairman should be chosen from the City Council
or P & Z representatives on the Committee and that each subcommittee
should also have a leader.
The Commission discussed the fact that the whole Committee
needs to establish the boundaries of the CBD, instead of forming
a subcommittee to do this.

The Commission decided that after the Committee is appointed
the first meeting should be educational and the next few after
that should be to establish their goals and purpose and focus on
specific areas of concern.
There was some discussion on the timing of the various processes
in establishing the CBD and a target date for completion of it, that
target date being December, 1983.
Chairman Pendleton adjourned the Called Workshop Session of the
Allen Planning and Zoning Commission at 9:25 p.m.
These minutes approved on the 14th day of April 1983.
